Duties
You will provide advice on and devise solutions to a wide range of IT issues.
You will coordinate, discuss risk, and propose solutions to multiple personnel in a Program Manager/System Owners senior leadership role.
You will act as Subject Matter Expert in support of programs for technical overlaps in the Risk Management Framework process.
You will ensure that plans of actions and milestones or remediation plans are in place for vulnerabilities identified during risk assessments, audits, inspections.

Qualifications
In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must include one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT related experience demonstrating this competency includes: Exercising judgement, originality, and resourcefulness in ensuring that systems and services are developed and delivered in accordance with customer requirements and current technology.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency includes: Defining information technology (IT) client requirements for information systems and services based on analysis of business needs.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT related experience demonstrating this competency includes: Presenting controversial and critical observations to senior leaders to recommend changes in information systems and IT architecture.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT related experience demonstrating this competency includes: Negotiating problem resolutions with resource providers and project sponsors to resolve issues impacting project schedule, cost, or scope.
In addition to demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Overseeing the security posture for one or more system(s) throughout the entire lifecycle; 2.) Providing security analysis of IT activities to ensure that appropriate security measures are in place and being enforced; 3.) Evaluating established methods and procedures and prepare recommendations for changes in methods and practices where appropriate; 4.) Supporting Defensive Cyber Operations by providing guidance to programs at technical level on how to comply
with orders and directives.

This position has been designated as a Cyber IT/Cybersecurity Workforce position in the DoD Cyber Workforce Framework (DCWF) role 752, Cyber Policy & Strategy Planner, proficiency level of Advanced and as a condition of employment the incumbent of the position is required to maintain qualifications in accordance with DON IT/Cyber Workforce Program requirements of SECNAV M-5239.2, This designation requires:
1. The incumbent participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.
2. The incumbent must obtain the required qualifying credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2) for the assigned DCWF role.
