You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) in the EXTERNAL SUPPORT DIVISION (N9) of NCTAMSLANT NORVA.
This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
Duties
You will provide leadership and direction to the workforce – ensuring clear expectations in execution of duties.
You will address shortfalls and determine ‘root cause’ in order to improve workforce.
You will plan, organize, direct and coordinate the programs and functions of the Department by developing goals and strategies to support and advance state-of-the-art base level telecommunications/IT systems.
You will create standards, acquisition specifications and Information Technology (IT) evaluation criteria for services, hardware/software repairs/procurements, and cybersecurity compliance.
You will establish priorities and timeframes for completion of work.
You will identify developmental training needs of staff and make provisions for such training.
You will provide technical direction, expert advice, management, administration, and operation/maintenance/cybersecurity support of all base level telecommunications systems/services/equipment/facilities.
You will be responsible for developing and managing telecommunications/IT projects tailored to correct deficiencies, to modernize, or to satisfy requirements with DoD compliant temporary solutions.
You will develop, collect, and evaluate requirements to support the design of a conceptual telecommunications/IT system configuration to meet current and future mission requirements including contingency planning.
You will support the financial planning for the acquisition, leasing, outsourcing, and implementation of telecommunications/IT systems, services, cybersecurity, and facilities.
You will authorize, direct, and/or initiate proposed telecommunications/IT surveys in response to activity requests and makes deficiency corrections.
You will ensure telecommunications/voice network requirements conform to command’s mid and long-range planning objectives and strategic goals.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- This is a Cyberspace Workforce position, work role code 752, proficiency level Advanced, the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail- Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Developing, collecting, and evaluating requirements to support the design a conceptual telecommunications/IT
system configuration to meet current and future mission requirements.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: Providing expert technical assistance and guidance on state-of-the-art telecommunications/IT including the most current technology-related to IP, data, video, and voice telecommunications capabilities/requirements, cable plant, switching systems/software, facilities, networking, interfaces, and cybersecurity considerations.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Directing and providing guidance to Division Heads, staff and the BCOs by interpreting and implementing, and monitoring DoD and DON policies, standards, rules, and regulations regarding base telecommunications/IT systems, services,
equipment, cybersecurity, and facilities.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Interpreting and resolving issues involving policy and conflicting regulations.
In addition to my experience demonstrating the four competencies above, I have qualifying experience such as:
-Experience supervising personnel and evaluating performance of subordinate employees.
-Experience initiating personnel actions, recommending awards, and resolving complaints and problems in the workforce.
-Experience identifying risks and/or vulnerabilities and proposing/implementing risk management mitigations.
-Experience interpreting policy and guidance, identifying issues and resolving problems that directly affect large telecommunications/IT systems.
This position is within the Work Category SUPERVISION AND MANAGEMENT at Work Level SENIOR, Series and Grade GG-2210-14.
