Duties

Provides direct guidance and leadership to a work unit comprised of professional and administrative personnel involved in solid and fluid minerals, permitting, environmental compliance programs, and rights-of-way actions. As part of the Casper Field Office management team, the incumbent assists the Field Manager (FM), the Assistant Field Manager (AFM) for Minerals and Lands, and for Resources in providing leadership, motivation, direction, and decisions required. Provides input into the preparation, implementation, and conformance of land use plans, interdisciplinary activity plans, and ecosystem plans. Ensures effective external communication/coordination with other governmental agencies, interest groups, resource users, industry, and private surface owners to promote understanding, collaboration, consistency, and quality. Serves as a technical expert on permitting, surface protection, and environmental compliance, and provides training and technical guidance to staff members on this subject matter. Participates in the State Director Review Process and/or other administrative processes by preparing background information and briefings for State Office and BLM Washington Office (WO) personnel. Promotes collaborative, interdisciplinary team work to ensure that development activity occurs in an environmentally effective manner. Ensures the processing of Freedom of Information Act requests are correct.

  • Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.

Qualifications

This position has an individual occupational requirement. In addition to meeting the IOR in order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. GS-12: in addition to meeting the individual occupational requirement you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Have a thorough knowledge of personnel processes as it relates to handling employee conduct issues and performance issues. Have a working knowledge of the litigation process as it relates to Federal Application for Permit to Drill (APD), federal leases, and projects on Federal lands. Have experience in the Fee/Fee/Fed (FFF) and Split Estate (SE) as it pertains to federal leasing and permitting, as well as a thorough understanding of the Federal Oil and Gas permitting process on Federal lands. Have good organizational skills, be able to utilize spreadsheets for accurate and up to date information as it pertains to tracking NEPA projects and APD tracking. Must be proficient in how to file electronic NOS, APD, Sundry Notices, and Well Completion documents. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The position involves office and field work. Office work is primarily sedentary in nature. Fieldwork requires gathering samples and other data, monitoring and inventory activities, and participation in project work. This work requires some physical exertion such as long periods of walking, standing, bending, crouching, stooping, reaching, lifting or riding in or driving vehicles over rough, uneven, or rocky terrain. The work requires the ability to travel into remote locations on foot or by vehicles (two and four-wheel drive trucks or UTV's) under a wide variety of climatic conditions and elevations. Work may also include lifting of moderately heavy items (up to 50lbs), such as equipment and samples. Work Environment: Office work is primarily sedentary in nature. Field work encompasses a variety of terrains, climates and temperature extremes. This work requires physical exertion to examine subsurface soil characteristics. Field work involves use of motorized and non-motorized equipment. The incumbent may be subject to hostile wildlife or livestock, chemical, and physical hazards. The incumbent may be exposed to poisonous insects, plants, and reptiles. The incumbent will adhere to all safety rules and regulations as designated by the Safety Officer.

Education

This position has an Individual Occupational requirement which requires:
  1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

  2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
