Duties

DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: Provides expert advice and guidance to other regional professionals, program specialists, and the Division Chief concerning natural resources/AML programs and represents the Region and Area offices on national (OSMRE) task groups and/or teams in order to develop strategies to accomplish DFD and Field Office activities and plan for required program improvements and technical assistance. Identifies and resolves high-profile, complex issues related to the interpretation and implementation of State AML programs, and recommends resolutions, such as promulgation of Federal regulations, State regulations and statutes, litigation, and sensitive negotiations between and among interest groups, the regulated industry, and Federal and State governmental units. Conducts comprehensive analyses of issues using statistical data obtained from the State/Tribes, OSMRE documents and reports, mine inspection and AML site visit reports, and other similar information resources. Monitors, analyzes, and evaluates complex factors, in order to assess and improve the States/Tribes' AML programs. Prepares assessment reports and makes program recommendations by examining the adequacy of State/Tribal laws and regulations, including BIL provisions, evaluating various components of the surface mining AML Programs (NEPA, BIL, natural resources), and determining the adequacy of human and financial resources to support the programs

Requirements

Qualifications

Applicants must meet the basic experience or education requirements for the General Natural Resources Management And Biological Sciences, GS-0401 series to be eligible for this position. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines. - OR - Combination of education and experience: Courses equivalent to a major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines plus appropriate experience or additional education. - AND - To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the next lower grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Experience managing mining permits and approvals (or applying permit requirements on the ground); experience ensuring all public participation requirements are complied with; experience serving as a team member participating in workshops, and experience ensuring NEPA requirements are complied with for AML projects. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
