This position will be located in St. Louis, MO and will allow for situational telework only. This position is NOT eligible for full time telework.
Duties
Provides centralized project management support services to assess adequate controls on focus areas (continued).
Such as planning, scheduling, estimating, costing, project accounting, change management, and risk assessment through the use of enterprise Automated Information Systems (AIS).
Establishes, maintains, and enforces project standards and monitors all projects for conformance.
Ensures that all project standards are in compliance with all applicable enterprise standards and regulations.
Develops and maintains a project management methodology that incorporates schedule and budget templates in the Project Management Plan toolkit.
Ensures the integrity and completeness of all data captured through project management tools.
Directs the development, preparation, and submission of Civil Works programs and program data for budgetary proposals and changes. Oversees presentation and defense of the annual and multi-year civil works program.
Performs supervisory responsibilities and directs the Programs and Project Controls Section which is a major program segment that conducts project and program controls.
Manages business processes for projects and programs executing more than $200 million annually in Corps Civil Works.

Minimum Qualifications for GS-13: One year of specialized experience which includes project management or execution of civil works, military, and/or environmental projects; budget and/or estimate development, scheduling, manpower management, strategic coordination, and/or contract administration of assigned projects; and leadership within or extensive experience working with and/or directing teams. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
