This position is located in the Servicing & Asset Management Office, under the Default Division.
Incumbent serves as the Director of the Default Division and oversees the development and implementation of default strategy compliance with Federal, State, and local laws and coordinates Foreclosure, Bankruptcy & Real Estate Owned (REO) actions with the Office of General Counsel (OGC), Department of Justice (DOJ), contract Attorneys and third- party vendors contracted to complete appraisals, etc.
Duties
Serves as the Director of the Default Division and is a key member of Servicing and Asset Management Office management team. Providing guidelines governing Foreclosures, REO and Bankruptcy, Debt Settlement, Treasury Offset and Loss Mitigation.
Develops and implements regulatory or policies changes related to the Single-Family Housing (SFH) direct default servicing and accounting functions to ensure comprehensive, integrated, efficient, and cost-effective operations.
Provides technical support to the Department, Government Accountability Office (GAO), Internal Revenue Service (IRS), Department of Treasury, contracting officers, auditors, and private contractors on matters relating to Foreclosure, Bankruptcy, etc.
Participates in the design, development, testing, and implementation of new and revised Single Family Housing direct loan and grant program financial and management information systems.
Promotes team building or improve work practices. Identifies developmental and training needs of employees and provides or arranges for needed training.
Provides active administrative leadership in the Equal Employment Opportunity (EEO) Program, and where appropriate, analyzes and evaluates subordinate supervisors' performance of duties related to EEO.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level (GS-14) in the normal line of progression for the position being filled.
GS-15: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level, or it's non-federal equivalent. Specialized experience is defined as possessing a senior level of understanding of Mortgage and Loan Principles and Practices in the areas of default management services such as Real Estate Owned (REO) Properties, property preservation, appraisals, and foreclosures; performing the full range of supervisory functions; ensuring staff has the tools, training, feedback, priorities, and automation support needed to accomplish workload; managing strategic planning initiatives to forecast goals, deliverables, and initiatives for the organization; utilizing a wide range of qualitative and/or quantitative methods to assess and improve organizational and mission effectiveness and/or improve complex management processes.
There is no substitution of education for experience at the GS-15 level.
