This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for performing planner, designer, and controller functions in support of multinational force development efforts for the Multinational Capability Development Campaign and for specific US-led projects, ensuring that campaign plans, project plans, and associated events are designed to focus and drive realistic, achievable, and value added outcomes.

Duties

As a MANAGEMENT AND PROGRAM ANALYST at the GS-0343-14 some of your typical work assignments may include: Works with the MCDC (Multinational Capability Development Campaign) Branch Head, MCDC US National Director, MCDC Executive Steering Group (ESG) Chairperson (typically a Flag/General Officer/Senior Executive Service person), project leaders, project sponsors, customers, and other key stakeholders to: identify requirements, constraints and restraints; design projects; document all activities; and baseline end-to-end plans. Supports the MCDC Branch planning efforts to integrate appropriate multinational and coalition expertise and resources based on a prioritized list of topics and capabilities of mutual interest. Incumbent works with MCDC members and ad hoc team members to ensure campaign and projectobjectives are established, tracked and met according to established deadlines. Coordinates policy development and business rules, and establishes processes for implementation of new MCDC programs. Identifies multinational force development capability gaps, developing and evaluating corresponding non-material solutions, and transitioning the resulting multinational and international force development capabilities to meet present and future operational needs of the Joint Staff, CCMDs and Services. Develops detailed data collection and analysis plans for use in evaluating force development capability gaps.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Analyzing functional concepts and capabilities; Ensuring compliance with strategic guidance and directives; Identifying problems and potential issues and implementing solutions that cross over multiple organizational lines and management levels. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
