This position is part of the Organization of the Joint Chiefs of Staff. The incumbent serves as a Supervisory Program Analyst in the Coalition Operations and Exercise Branch Chief, the incumbent supports the Coalition Interoperability Division CID Chief through management of operations and support functions of the Deputy Director for C4 and Cyber Integration (DDC51) Directorate of Command, Control, Communications, Computers and Cyber (DJ6); and Joint Staff Chief Information Officer (CIO).

Duties

As a SUPERVISORY PROGRAM ANALYST at the GS-0343-15 some of your typical work assignments may include: Leads Command and Control (C2) capability development, integration and assessments, in order to achieve an interdependent joint and combined force. Plans and coordinatesthe work of the Coalition Operations and Exercise Branch, which provides the primary interface between the DDC51 and coalition members, Allies, and the North Atlantic Treaty Organization (NATO). Evaluates the efficiency of joint C2 programs to integrate and be interoperable with mission partner (NATO, coalitions, Allies, agencies) C2 systems. Prepares budgetary estimates and justifications to obtain program fiscal resources. Collaborates with heads of other elements to negotiate, decide on, and/or coordinate work-related changes affecting other units. Apprises DDC51 of major issues surrounding multinational C4 capabilities assessed through the capability development requirements and integration process, and the relationship of those capabilities to other DDC51 priorities/programs in order to achieve an interdependent joint and combined force. Reviews, draft and staff correspondence, decision, information, and point papers, directives, and additional staff work, intended for routing to, review and approval by senior officers and civilian officials. Plans, organizes, and directs the activities of the Coalition Operations Exercise Branch, ensuring that C4/Cyber capability requirements complywith legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and Cyber objectives. Researches, interprets, analyzes and applies proper guidelines, policies, regulations, etc. Establishes policies and procedures for accomplishment of C4/Cyber requirements. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Evaluating joint Command and Control (C2) programs to integrate and ensure interoperability with mission partner (NATO, coalitions, Allies, agencies) C2 systems to ensure program missions; Analyzing the assessment, synchronization and integration of joint and combined warfighting development functions and activities in order to address Command, control, communications and computers (C4) needs and interoperability shortfalls; Preparing budgetary estimates and justifications to obtain and secure program fiscal resources; Leading a diverse team of military, government civilian and contractors to negotiate, decide on, and/or coordinate work-related changes affecting integration of actions for mission accomplishment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
