The incumbent serves as a Management and Program Analyst performing a wide variety of administrative and high-level analytical duties connected with Financial Management Business Transformation (FMBT) and other business transformation programs, project management of financial and data management activities, functions, and modernization plans for internal VA operating
programs.
Duties
Develops and/or reviews major financial system modernization plans in line with guidance from VA's Office of information Technology (OIT) and recommendations from the Office of Management and Budget (OMB) and Federal Accounting Standards Advisory Board (FASAB).
Leads the FMBT program management direct support and mentoring activities, performing project management lifecycle management activities, and managing Office of Management and Budget Exhibit 300 project management compliance activities.
Plans, develops, installs, and evaluates pilot studies and tests procedures and data, usually in collaboration with contractors or other interested VA offices. Familiar with problem tracking and resolution software.
Reviews and analyzes FMBT projects through the initiation, planning, execution, monitoring, and control, and close out phases.
Employs data gathering, and analytical techniques, and evaluation methodologies to develop documentation and recommendation on the appropriate approach to meeting existing and future financial management reporting and data needs from a range of automated and procedural alternatives.
Coordinates across FMBTS program to ensure Program Communication is clear and consistent with activities, and target deliverables.
Coordinate policy development and business rules and establish processes for FMBT and other business transformation programs supported by CXO.
Prepares short- and long-range planning guidance in accordance with broad program policies and objectives. Prepares guidance based on analyses of interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/21/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: .
Solving data management issues such as data interface and storage requiring modeling, data backup and recovery, data dictionaries and warehousing, data mining, data disposal, and data standardization processes.
Consulting with stakeholders and customers to identify the appropriate data, methodological approach, and design.
Providing technical advice in the development and analysis of pilot initiatives and applications, making recommendations to management on the use of such technology as it relates to Agency data.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Evidence of specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will need to provide work experience information such as hours per week, full-time/part-time status, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary. Typically, the employee sits comfortably to do the work; however, there may be some walking and standing required to attend meetings, seminars and conferences with other VA employees and other government agencies. Some travel to VA field facilities may be necessary.
