This position is located in a Consolidated Patient Account Center with the incumbent serving as a Database Manager. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions and the integration of VHA and industry best practices.
Duties
The Financial Administrative Specialist serves as a Database Manager and performs a wide range of functions involving the review, analysis, and evaluation of billing and collection activity information. Major duties include, but are not limited to:

Controls, reviews and evaluates system error reports from payers, Austin Automation Center and other sources.
Provides assistance as needed to the Billing and/or Collections staff on system operation, enhancements and repair in order to minimize downtime.
Reviews claims through random or structure sampling.
Prepares correspondence, reports, memoranda or other written products concerning a wide range of issues surrounding billing and/or collection activities.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday through Friday, 8:00am to 4:30pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/21/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-7:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting in the management of database systems by maintaining accurate and up-to-date patient account records in compliance with organizational policies; Support billing reconciliation process by extracting, organizing, and analyzing data from databases to generate reports and monitor system-related activities; Communicating with internal teams to clarify data-related issues and provide support for database system usage. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education (18 semester hours) or meet superior academic achievement. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond bachelors degree to meet the total qualification requirements for this position.
GS-9:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing and optimizing database systems to track, analyze, and report on patient account data, ensuring compliance with federal regulations and CPAC standards; Performing advanced data analysis to identify trends, resolve system errors, and enhance the accuracy and efficiency of billing operations; Establishing database workflows and procedures to support organizational performance analysis and reporting needs; Communicating with stakeholders to provide technical guidance, resolve complex database-related issues, and ensure effective use of database management systems; Implementing system updates to include testing and applying patches that enhance functionality, security, and performance. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education beyond the first year (18 semester hours) to meet the total qualification requirements for this position.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
