This position is located in a Consolidated Patient Account Center with the incumbent serving as a Database Manager. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions and the integration of VHA and industry best practices.

Duties

Performs a wide range of functions involving the review, analysis and evaluation of billing and collection activity information. Controls, reviews and evaluates system error reports from payers, Austin Automation Center and other sources. Provides assistance as needed to the Billing and/or Collections staff on system operation, enhancements and repair in order to minimize downtime. Reviews claims through random or structure sampling. Prepares correspondence, reports, memoranda or other written products concerning a wide range of issues surrounding billing and/or collection activities. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 8:00a.m. - 4:30p.m. Monday- Friday, Full-Time Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/30/2023. GS-07 Time-In-Grade Requirement: Applicants who are current VA employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. GS-09 Time-In-Grade Requirement: Applicants who are current VA employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. Please note the grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: 1) Provides information and assistance to other healthcare team members in order to improve the documentation, efficiency and effectiveness of billing operations. 2) Maintains accurate claims data in order to ensure that systematic and ad-hoc reports reflect correct and timely information concerning days-to-bill, amount billed, CPT Codes, etc. 3) Monitors claims transmission from CPAC to payers. 4) Periodically reviews claims for healthcare services, equipment and/or medication in accordance with prevailing guidelines. 5) Identifies trends, patterns, deviations, errors and other activity in order to develop remedial action(s) and institutionalize higher claims productivity. OR, GS-07 Education (TRANSCRIPTS REQUIRED): Do you possess 1 full year of graduate level education or superior academic achievement (S.A.A.)? S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. 1. Class standing: Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (G.P.A.): Applicants must have a grade-point average of: a. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; orb. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. 3. Honor society membership: Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed by the Association of College Honor Societies. OR, GS-07 Combination (TRANSCRIPTS REQUIRED): Do you possess a combination of successfully completed education and experience to meet the total experience requirements? (i.e. 6 months of specialized experience and 6 months of graduate level education)? Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one full year of Specialized Experience at or comparable to the required grade level. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: 1) Provides information and assistance to other healthcare team members in order to improve the documentation, efficiency and effectiveness of billing operations. 2) Maintains accurate claims data in order to ensure that systematic and ad-hoc reports reflect correct and timely information concerning days-to-bill, amount billed, CPT Codes, etc. 3) Monitors claims transmission from CPAC to payers. 4) Periodically reviews claims for healthcare services, equipment and/or medication in accordance with prevailing guidelines. 5) Identifies trends, patterns, deviations, errors and other activity in order to develop remedial action(s) and institutionalize higher claims productivity. 6) Develops and presents reports of patterns and trends by carrier, organization, provider, etc. in order to provide constructive feedback for improvement to the appropriate source. 7) Controls, reviews and evaluates system error reports from payers, Austin Automation Center, and other sources. OR, GS-09 Education (TRANSCRIPTS REQUIRED): Do you possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related? Such education must demonstrate the knowledge, skills and abilities necessary to do the work. OR, GS-09 Combination (TRANSCRIPTS REQUIRED): Do you possess equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Financial Administrative Specialist position, which may be substituted to meet the experience requirements for GS-09 position? Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one full year of Specialized Experience at or comparable to the required grade level. Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
