The Supervisory Financial Administrative Specialist, GS-0501-11 is positioned in the Consolidated Patient Account Center (CPAC) and serves as a Supervisor of the Accounts Management department and reports to the Chief Financial Officer (CFO) in the organization. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions and the integration of VHA and industry best practices.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07.
For a GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
(GS-09) Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Monitors the review of claims data in order to identify patterns or trends and to ensure accurate billing in accordance with appropriate rules and regulations.
2) Ensure payments are consistent and in accordance with specific insurance policy provisions
3) Prepares a wide variety of written products such as complex reports, memorandum, program recommendations, reprogramming justifications, etc.
4) Establishes and maintains effective working relationships with others throughout the organization as well as externally.
5) Performs analysis of workload, patient service, and similar data to forecast future needs and initiates the necessary action to ensure efficient service delivery.
OR,
(GS-09) Substitution of Education for Experience (TRANSCRIPTS REQUIRED): A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR,
(GS-09) Combination of Education and Experience (TRANSCRIPTS REQUIRED): Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Supervisory Financial Administrative Specialist position, may be substituted to meet the experience requirements for GS-09 position.
(GS-11) Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Monitors the review of claims data in order to identify patterns or trends and to ensure accurate billing in accordance with appropriate rules and regulations.
2) Provides management oversight, guidance and direction for monitoring activities designed to ensure the integrity and accuracy of healthcare collection activities.
3) Establishes and maintains effective working relationships with others throughout the organization as well as externally.
4) Makes decision on work problems presented by subordinate employees and other personnel.
5) Observes staff's performance, providing performance and productivity input and taking appropriate steps to recommend and/or effect changes when needed to enhance employee performance.
OR,
(GS-11) Substitution of Education for Experience (TRANSCRIPTS REQUIRED): PhD. or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR,
(GS-11) Combination of Education and Experience (TRANSCRIPTS REQUIRED): Combinations of successfully completed graduate education and specialized experience directly related to the work of the Supervisory Financial Administrative Specialist position, which may be used to meet the experience requirements for GS-11 position.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
