You will serve as a REALTY SPECIALIST in the Real Estate Directorate of NAVAL FACILITIES ENG COMMAND HAWAII.

Duties

You will act as the project leader and may be directly responsible for execution of difficult and highly complex or controversial projects with far-reaching scope and effect. You will oversee assignment of work made to team members, monitor technical progress, and completion of established milestones. You will manage contracts, perform economic analysis preparation of contracts along with other contracting officer documentation, and may function as the Contracting Officer. You will serve as a Point of Contact for developers and agents. You will work across multiple disciplines, such as acquisition and disposal planning, reconnaissance, condemnation reports, appraisals, title research, transfer or withdrawal documents, and other real estate documentation.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting laws, regulations, and policies to effect good business decisions and successful project execution; 2) Reviewing realty transactions and conveyances, and evaluating the effects of various methods of acquisition, property management, or disposal upon the uses and value of land; 3) Applying contracting methods/procedures pertaining to the full scope of real estate transactions, and providing on-the-spot guidance in complex situations; and 4) Leading multi-functional teams as project manager as scope is identified and executed, and providing on-the-job training and mentoring to other Realty Specialists.
