Duties
This position is located at the Department of the Interior (DOI), Office of the Secretary (OS), Assistant Secretary - Policy, Management, and Budget (ASPMB), Office of the Native Hawaiian Relations (ONHR), Honolulu Field Office.At the full performance level (GS-09) the major duties of this position include but are not limited to the following:
Serves as a liaison with contractors and Bureau of Land Management (BLM) surveyors who examine, analyze, plan, and research title, survey, and historical records pertaining to lands originally set aside for, selected by, or conveyed to the Hawaiian Home Lands Trust (Trust).
Conducts research and analyzes documents pertaining to Trust Lands.
Assists the State of Hawai'i Department of Hawaiian Home Lands with reviewing their current and prospective projects and linking them with Federal funding opportunities to complete those projects.
Works with General Services Administration (GSA), Department of Defense (DOD), and other Federal agencies to identify land parcels no longer required for Federal use and needing disposal. Assists in determining whether the parcels are fit for transfer to the Hawaiian Home Lands Trust per the requirements of the Hawaiian Home Lands Recovery Act.
Represents the agency with Native Hawaiian Community Leaders and Native Hawaiian organization program managers, Federal and State officials, and Universities to answer inquiries and resolve controversial issues and problems.
Salary Range Information:
GS-09: $62,517 (step 1) - $81,272 (step 10) per annum.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
Telework: The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Physical Requirements: The work is primarily sedentary in an office setting, although some physical exertion (walking, bending, climbing, and lifting) is required. This work may entail long hours under a time constraint.
Work Environment: Work in the office is performed in a standard office environment and requires use of computers. Some travel is required.
NOTE: This is a TERM appointment. Appointments to this position, will not convey permanent status in the Federal service and will be for a period not to exceed (NTE) 13 months with the possibility of extension up to a total of no more than four (4) years.

Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet either (A) Specialized Experience, (B) Education, or (C) Combination of Education and Experience for the grade to which you are applying.
A. Specialized Experience:
To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Researching historical documents through electronic and hard copy resources to obtain information;
Analyzing techniques to interpret data, review research, and draw conclusions; and
Communicating with customers to provide accurate information or assistance.

B. Education:
A master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D., if related. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Transcripts required)

Additional Requirements:
This position requires the incumbent to, at a minimum, have a Elementary proficiency of the Hawaiian language ('olelo Hawai'i). Elementary proficiency means: (a) speaking - Able to satisfy minimum courtesy requirements and maintain very simple face to-face conversations on familiar topics. The speaker has a functional, but limited proficiency and with rehearsed material able to produce continuous discourse. (b) reading - Sufficient comprehension to read very simple connected written material in a form equivalent to usual printing of typescript. Can read either representations of familiar formulaic verbal exchanges or simple language containing only the highest frequency structural patterns and vocabulary, including shared international vocabulary items and cognates (when appropriate).
