The Program Analyst will function as the Facility Telehealth Technology Program Manager and is responsible to provide the critical technical and program support necessary to sustain Telehealth and Connected Care operations throughout the Eastern Oklahoma VA Health Care System.

Duties

The Program Analyst (Telehealth Program Technology Manager) is responsible for supporting Facility-wide clinical Telehealth and Connected Care initiatives primarily by ensuring smooth, efficient operation of all Telehealth modalities, especially Synchronous Telehealth programs. Duties include, but are not limited to: Manages critical operations of all technologies utilized by Telehealth and Connected Care programs and acts as the Project Manager for major deployments, upgrades, retrofits or refresh projects for technologies and applications throughout the facility/health care system, ensuring technologies are online and ready for use within established/required timeframes. Manages new Telehealth and Connected Care equipment implementations to including technology equipment review, testing, configuration, installation, security and verification of equipment's integration into existing IT network. Serves as the technical SME and technical team leader for the integration of Telehealth and Connected Care technologies into associated systems and products, such as scheduling interfaces (i.e., VistA, Cerner, VA Online Scheduling, Telehealth Management Platform, etc.) and other future integration projects. Recommends and assists in evaluation and monitoring of the quality, safety, efficiency, utilization, productivity and effectiveness of Telehealth and Connected Care technologies and integration of said technologies to meet clinical needs. Collaborates with the FTC and other Stakeholders to identify trends and issues of concern regarding clinical care and performance activities. In collaboration with the Supervisor, FTC, and/or VISN Lead, develops, refines, implements and evaluates short and long term strategic plans for Telehealth and Connected Care technologies, ensuring that deployment aligns with performance measures. Recommends adjustments to Telehealth and Connected Care programs, projects and studies to resolve problems and to improve operations and efficiencies in Telehealth technology management and strategic planning. The recommendation process sometimes requires persuasion and influence over individuals, groups and/or organizations which may have conflicting or competing objectives regarding the stated programs, projects, and studies. Assists the appropriate IT staff to ensure that IT-related issues are appropriately addressed. Responsible for the dissemination of updated information as it relates to IT, Telehealth equipment management and contracts. Serves as a key representative for committees and meetings relevant to IT, Telehealth Equipment Contracts and Equipment Management, resource management, Telehealth and Connected Care workload monitoring and data management as required. Possesses knowledge of fundamental project management processes, methodologies, tools and techniques as they apply to Telehealth projects and works with OIT, Biomedical Engineering and other Service Lines to develop and maintain a safe, secure, consistent and reliable facility-level infrastructure and the necessary resources for the portfolio of Telehealth and Connected Care programs. Collaborates with identified Service Line Chiefs (or designees) and/or other staff in the development and implementation of Telehealth and Connected Care programs and pilots, which are designed to be implemented Facility-wide in order to meet clinical needs of Veterans. Clinical programs/projects and pilots are complex in nature and new clinical implementation projects may be identified throughout the year. Provides project management support related to technologies to assist in defining scope and deliverables, establishing timelines and target dates, and ensuring routine reports and complete documentation about the technology aspects are completed. Collaborates with contracting officials and the FTC for assigned aspects of procurement and contracting for Telehealth and Connected Care technologies. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/14/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5/7/9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Mastery of advanced knowledge and professional experience in the principles and techniques of Telehealth technologies used in VHA to support the following modalities: Synchronous, Asynchronous and Remote Monitoring and connected care programs; mastery of a wide range of analytical and evaluative methods related to Telehealth and Connected Care technical project management; expert level of skill in optimizing the use of available and emerging health information technologies to improve access to care for Veterans; extensive knowledge of and skill in providing education and training for VA and non-VA entities on various Telehealth and Connected Care technologies; expert level knowledge in the security and compliance of Telehealth and Connected Care technologies and how they are setup, managed and deployed; knowledge of Telehealth and Connected Care mission, vision, values, major issues, goals, objectives, work processes and administrative and technical operations; knowledge of administrative laws, policies, regulations, and precedents applicable to the technical aspects of Telehealth and Connected Care; knowledge of clinical operations and workload management in Telehealth and Connected Care delivery; basic knowledge of management practices including strategic planning, coaching, team building, and conflict resolution; basic knowledge of how to develop, implement and maintain a customer service strategy; knowledge and skill in oral and written communications techniques and processes, such as communicating detailed technical information in a clear, logical and concise manner; outstanding interpersonal skills to include conflict resolution management. OR, Education (GS-7): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR, Education (GS-9): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, LL.B., or J.D., if related. You must have an equivalent combination of specialized experience and education cited above to meet total experience requirements. Physical Requirements: Physical demands include above average ability, dexterity, and strength to perform the work. There will be walking, standing, bending, stooping, kneeling, crouching, reaching, carrying of items, driving of an automobile, etc. May be required to sit or stand for the majority of a normal tour of duty. Will lift and move equipment up to 20 pounds and will reach above shoulder level for technology installation or in assistance with technology installation. Fieldwork may involve travel for training activities, attendance at meetings and conferences. Work Environment: The work is usually performed in an office environment, clinical spaces, meeting rooms or similar settings. Travel involves the normal risks and discomforts of automobile, bus, rail or air transportation.
