This position is located within the Business Office of the Eastern Oklahoma Healthcare System, Muskogee, OK. The incumbent serves as the Community Care Network (CCN) Manager and reports directly to the Chief of the Business Office.

Duties

Duties: Provides technical and administrative supervision to multiple occupations and subordinates in the Business Office Service line. Oversee the daily operation of the unit, ensure that agency policies and priorities are being followed. Develops performance standards and evaluate work performance of subordinates. Establish procedures to meet accreditation standards and consistently monitor to ensure services provided meet nationally accepted standards and are maximally cost effective. Analyze, evaluate, and advise on the effectiveness of work methods and procedures, organizations, space and manpower utilization, management controls, information and documentation systems and similar functions of management. Develop and maintain functioning compliance and business integrity monitors and submit the results in a timely manner to the Chief of the Business Office. Conducts surveys and review to ensure that optimal program efficiencies are achieved, and those resources are being appropriately and fully utilized. Perform hiring and training activities. Develop the need for and maintain awareness of available resources throughout the Eastern Oklahoma Healthcare System making recommendations to the Chief of the Business Office regarding needs, distribution or redistribution of resources. Possess full authority for the Community Care fund control points which are budgeted for an excess of 100 million dollars. Provide effective planning direction for the program by taking the initiative to identify needs and potential issues/concerns, deciding flexibilities in operations and constructive cost-effective approaches to the resolution of problems. Assign work to staff and provide technical and policy direction to their efforts. Assess the equipment needs of the section, track life expectancy of current equipment inventories, and prepare equipment requests. Give advice, counsel, and instruction to employees on both work and administrative matters. Resolve minor complaints from employees, refer group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effect minor disciplinary measures such as warnings and reprimands and recommend action in more serious cases. Recommend appointments, promotions, and reassignments to unit positions. Identify and provide for training needs. Carry out Equal Employment Opportunity policies and program activities. Assure all personnel have been instructed in and follow operational, safety, personnel and conduct requirements. Coordinate the preparation and submission of recurring monthly, quarterly, and annual reports for CCN authorizations, expenditures, and medical records retrieval/consult closure. Summarize trends and issues to the VISN and Facility, Chief Financial Officer (CFO), Deputy Network Director (DND), and Facility Leadership. Participate in systematic Internal Reviews with Compliance Officers of the VISN and VAMCs as well as any auditing bodies who request reviews. Track all recommendations and ensure completion of action plans for areas of oversight and make suggestions on ways to improve overall management at other facilities regarding findings. Conduct focused fact-findings or special studies which arise during normal operations and present conclusions and recommendations regarding such. Perform facility level program cost analysis projects and performance, cost benefit, and economic evaluations of all Community Care Network programs. Routinely obtain all key information needed from Central Office, National Office of CITC, VISN, and Facility leadership and review of released publications, meeting minutes, and committee meetings. Evaluate the program process as it functions in the facility and respond to improve it as appropriate. Develop background and management options available to deal with complex medical center planning and implementation problems related to the facility's patient safety program. Work Schedule: Monday - Friday (8:00 AM - 4:30 PM) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/16/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing technical and administrative support within the Business Office service; Assess clinical program operations for productivity, effectiveness, and efficiency; Improve clinical operational performance by measuring and assessing clinical business activities; develops and implements systems and procedures for improving cost effectiveness and productivity; Preparation and submission of recurring monthly, quarterly, and annual reports and summarizes trends and issues to the VISN and Facility, Chief Financial Officer (CFO), Deputy Network Director (DND), and Facility Leadership; Provides technical advice and authoritative recommendations to executive leadership; Knowledge of VA policies and regulations; Develops, Implements, and revises VA policies and regulations.
