This position is aligned under the Community Care Network (CCN) department within Business Office (BO) at the Eastern Oklahoma Health Care System (EOHCS). The position is located at the Jack C. Montgomery V AMC building in Muskogee, OK. The primary purpose of this position serves as the integral link between the local Office of Community Care, the national program office, Community Care providers and the Clinical Services at EOHCS. Incumbent aligns under the Chief of the Business Office.

Duties

Major duties of this position include, but are not limited to: Plans and conducts studies to evaluate effectiveness and efficiency and develop recommendations for improvement and problem resolution to OCC and EL T leadership for their concurrence. Responsible for the overall administrative management of the Office of Community Care, which includes interpreting administrative policies, developing and implementing local policies, procedures, defining administrative requirements, and providing advice to service line leadership on related issues. Attends, coordinates and conducts outreach to community providers, other health facilities, and town hall events to benefit the partnerships with the VA. Analyzes, extracts, summarizes, and identifies significant trends and issues. Utilizes analytical tools, a wide range of databases, VSSC for example, and the application of analytical methods and techniques to determine inefficiencies and areas of process improvement and make recommendations to the Business Office Chief. SME for investigating and reviewing all regulations that pertain to the Office of Community Care. Analyzes service line performance data as directed by the BO Chief, maintains databases, and assists in preparation of quarterly performance evaluation on indicators and monitors. Organizes, compiles, analyzes and summarizes the data collected and develops routine reports which reflect the scope of activities and identifies trends and opportunities for improvement. Liaisons with existing or future Community Care providers in support the process for developing and growing the provider network. Determines oversight of data management, will gather, compile, and analyze data from multiple sources which may require reconciliation of multiple reporting requirements and formats, ensuring accurate information. Researches and performs detailed analysis of national Office of Community Care programs and policies to determine the impact on local operations and advises management on best practices. CCN Point of Contact to internal and external stakeholders for understanding and interpretation the Community Care Program rules, regulations and eligibility requirements for EOHCS. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 8:00 am to 4:30 pm, Monday through Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-09 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education s described below: GS-09 Specialized Experience and/or Education Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, and patient administration and processing operations. Skills of performance improvement principles and techniques to advise management staff in planning, organizing and implementing policies, procedures and processes in order to improve the efficiency of the program. Knowledge of computer software is required to be able to pull reports and statistical data. These include VistA, CPRS, and VSSC. Functional ability in the use of Microsoft Access, Word, Power Point and Excel is required. Skills, ability, and knowledge to communicate well, both orally and in writing and provides excellent customer service to internal and external stakeholders. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate education. GS-11Specialized Experience and/or Education Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, and patient administration and processing operations. You must have an combination of specialized experience and education beyond a Master's or equivalent graduate degree and specialized experience directly related to the work of the position. Note: Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level..
