The primary purpose of this position is to provide complex-level oversight of the requirements review and depot determination process which enables budget development & execution. Provides complex-level oversight and management of annual program development and execution.

Duties

Serves as program lead/manager, conducting organizational and process related to studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency. Plans, organizes, and oversees the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs. Participates in special logistics related operation projects and initiatives and performs special assignments. Represents the organization with a variety of installation and functional are organizations.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and program analysis. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in: Applying analytical and investigative skills to asses mission procedures. Evaluate resource requirements to meet metrics and improve system efficiency. Identifies and recommend changes in organizational priorities. Revise policies and procedures to eliminate barriers to mission accomplishments. Participates in special projects, initiatives, and/or special projects. . NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, considerations, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing. Master knowledge of overall missions, functions, and organization of agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisitions., supply maintenance, procurement, manufacturing, strategic sourcing, and other support areas. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/ situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution. Skill in interpreting and applying complex DOD, USAF, AFMC, AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
