Duties
Plans, directs, organizes and exercises administrative control over nonsupervisory employees assigned to the Command Support Staff at a DLA Aviation Air Force (AF) Industrial Site Activity (ISA).
Provides the Site Commander with objectively based information for making decisions on the administrative and programmatic aspects of DLA Aviation operations.
Directs the review and analysis of DLA Aviation AF ISA?s functions for the purpose of streamlining processes and procedures, eliminating duplicative efforts and developing implementation strategies to improve business practices.
Uses budgetary/financial management principles and techniques in the development of long-range planning of programs and objectives.
Coordinates and integrates administrative and operation program support activities (timekeeping, safety, Voluntary Protection Program, security, vehicle management, facilities, budget, DTS, awards, protocol, training, Stock Fund Management, etc.).
Acts for the Site Commander at a variety of functions/meetings maintaining continuity in management. Maintains optimum working relationships with senior civilian and military personnel, labor union representatives, and subordinate supervisors.

Qualifications
To qualify for a Supervisory Management Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Providing management support services in cost analysis, fiscal planning, and budget preparation, installation management and human relations liaison.
- Conducting analysis of administrative and operational support programs such as supplies, services, equipment, timekeeping, personnel actions, training, security, budget/finance, and Defense Travel System (DTS) administration.
- Evaluating established process and procedures and recommending changes to improve operational business practices.
- Developing strategic plans that include short and long term goals for the organization.
- Functioning in a leadership capacity, performing duties such as assigning work, approving leave, instructing employees on policies or procedures, maintaining fair practices or monitoring performance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
