The primary purpose of this position is to serve as a program management analyst who will provide managers with objectively based information for making decisions on the administrative and programmatic aspects of agency operations and management by accomplishing a wide variety of assignments concerned with effectiveness and efficiency of programs and operations
Duties
Serves as a complex program manager and senior auditor for the organization.
Work with different organizations to complete projects and tasks.
Responsible for coordination and management of organization projects.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes the ability in developing data quality assurance/sustainment plans and providing policies and processes to assist in program data quality. Participating in setting program goals and establishing priorities to support the organization's systems life cycle functions. Developing, implementing and controlling contractual, financial, and technical aspects of a project/program. Preparing briefing information. Conduct ongoing audits, investigations, and inquires regarding the control and improvement of process or projects. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level, or equivalent, is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of Complex and Group AS9100/AS9110 Quality Management System and a knowledge of the wide variety of logistics, production management, and financial data systems within the Complex.
2. Knowledge of AS9 100/AS9110 Quality Management System audit procedures, including risk driven audit planning techniques and methods used to examine, verify, and analyze information, records, statements, and reports as well as knowledge of established AS9100/AS9110 quality principles and objectives.
3. Knowledge of Depot Maintenance disciplines common to repair, modification, overhaul and manufacture of DoD assets, components, and sub-components such as Document and Data control and usage, Configuration Management, Control of Nonconforming Product, Quality Assurance activities, Production processes.
4. Ability to plan, organizes and negotiates effectively with senior analysts and management official to review and accept recommendations where proposals involve resources and require changes in established concepts and procedures as well as the ability to develop and use appropriate data collection techniques and interpret, adapts, and applies AS9 l 00/AS9110 data to continuous improvement of quality management system responsibilities.
5. Ability to communicate effectively (both written and verbal), interpersonal, presentation, facilitation and team leadership skills with technical accuracy, and ability to maintain good working relations with all individuals and organizations as well as the ability to negotiate issues and to work effectively with a diverse group to develop common objectives.
6. Ability to analyze AS9100/AS9110 data to reach logical conclusions, to identify and suggest solutions for problems and to identify opportunities for improving operational efficiency. Ability to recognize and analyze problems, conduct research, summarizes results, and the ability to communicate
those results.???????
