The primary purpose of this position is to serve as the Manpower and Organization Chief, and provides manpower, organization and resource management advice and functional expertise to Center leadership and senior/key managers of subsidiary units for all organization locations/units. Conducts manpower assessments and Center Senior Functional standardization efforts.
Duties
Plans work to be accomplished by subordinate employees, sets and adjusts short and long-term priorities, and prepares schedules for completion of work.
Develops goals and objectives that integrate organization and manpower and personnel resources management objectives.
Establishes, develops, and maintains effective working relationships with other base organizations, senior leadership, representatives from Department of Defense (DoD) and other Federal agencies, and related civilian organizations regarding project/program management.
Formulates plans, objectives, policies, priorities and procedures to ensure the mission is implemented in a timely and efficient manner.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience includes developing organizational goals, objectives, policies, procedures and mission objectives to facilitate mission accomplishments. Analyzing a variety of reports to identify the effectiveness and efficiency of program operations and provide recommendations. Managing workload and assigning work to subordinates with consideration of the performance standard and capabilities of the employee.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth technical knowledge of manpower and resources management principles, concepts, regulations and practices, analytical methods and techniques to resolve management problems not susceptible to treatment by standard methods.
2. In-depth knowledge of management and organizational principles and practices to be used in conjunction with a comprehensive knowledge of human resources functions to develop and implement integrated approaches and solutions to substantive concerns and issues.
3. Knowledge of personnel safety, security and management, EEO regulations, procedures and practices, and Merit System principles and intent.
4. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors and/or leads.
5. Ability to utilize AoP concepts and principles to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
