About the Position: This position is with Defense Health Agency Directorate of RM Information Management located at Tripler Army Medical Center, Hawaii.
Duties
Assist with the development and reviewing of IT policy and procedures.
Provide analysis on findings and makes recommendations for management consideration on IT programs/needs.
Report issues related to continuation or modification of IT programs
Assist with development of metrics to measure and evaluate systems performance.
Coordinate with the IT technology budgeting and approvals related to strategic plans for the organization.
Conduct costs analysis prior to purchasing information technology.
Apply new solutions to previously unsolvable problems and provide feedback that can improve agency IT policies or programs
Coordinate replacement or equipment installation needs with subordinate organizations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- A Personnel Security Investigation is required.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Eligible for situational telework only, including emergency and OPM prescribed "unscheduled telework"

Specialized experience: One year specialized experience which includes manage the life-cycle and replacement of IT equipment for the agency. Consults with costumers to plan and prioritize funds for equipment or programs and participates in the development of policies and procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Because of the complexity of the Governance process, Policy and Plans personnel must maintained detailed documentation for all consultations, policies, and procedures developed, providing a clear and thorough reference for future actions and decisions.
(2) Customer Service - Because of the complexity of the Client Needs Assessment process, Policy and Plans personnel must conduct thorough needs assessments during client consultations to ensure that IT equipment and program plans aligned with their specific requirements and expectations.
(3) Oral Communication - Demonstrated active listening skills during consultations and meetings, ensuring that all client concerns and feedback were fully understood and addressed appropriately. Clearly articulated policies and procedures to clients and colleagues, making sure they were understood and properly implemented across the organization.
(4) Problem Solving - Utilized a systematic and analytical approach to identify and solve complex IT-related issues, ensuring minimal disruption to operations. Worked closely with cross-functional teams to address multifaceted problems, leveraging diverse perspectives and expertise to find the best solutions.
