Develops, coordinates, implements, executes, and maintains plans, policies, processes and procedures for the Department of Defense (DoD) supply chain activities from front end concept exploration through delivery by managing risks impacting the Department's global supply chain, including anti-counterfeit part strategies, and diminishing manufacturers and material shortages risk management to ensure supply risk is managed in order to support the warfighter in a timely manner.

This position is being filled under Direct Hire Authority (DHA) in accordance with USD(P&R) memo of DEC 22, 2023, Direct Hire Authority for Certain Personnel of the Department of Defense, Title 5, United States Code, Section 9905. Per 3. Covered Positions E. Table 1. Please read this Public Notice in its entirety prior to submitting your application for consideration. Incumbents typical work assignments may include the following: This position serves as an expert in the development of highly complex, multi-tiered supply chain systems of high monetary value, characterized by new or innovative technologies through use of direct experience of government and commercial industry supply chain practices and an extensive knowledge of commercial best business and quality driven practices. As an expert staff specialist, defines the scope, interface requirements, policy issues and performance criteria for supply chain risk management development within the DoD. Provides high level managers and military planners supply chain risk background information, planning rationales and alternatives to allow the DoD to adapt commercial supply chain risk management practices to the DoD logistics enterprise. The incumbent develops and publishes policy guidance on counterfeit prevention to all DoD components and defense contractors; establishing consistent practices for preventing, detecting, reporting, and disposing of counterfeit parts; leveraging existing DoD components and industry anti-counterfeit initiatives and practices; and analyzing the knowledge and data collected to best target and refine counterfeit materiel risk-mitigation strategies. The incumbent develops and publishes the Department's diminishing manufacturing and material shortage management policy and guidance. Works closely with the Defense Standards Office and the Undersecretary of Defense for Research and Engineering to ensure standard policies and processes across the enterprise. The incumbent identifies and recommends overall supply chain risk management strategies to support the DASD(Log)'s efforts to deliver efficient, sustainable, and cost-effective end-to-end supply chain performance consistent with and supportive of the Joint Concept for Contested Logistics (JCCL), the Joint Warfighting Concept (JWC) and National Defense Strategy (NDS). Resolves highly complex supply chain and logistical problems and issues through use of analytical, conceptual and statistical/quantitative techniques. Focuses on integration of DoD supply chain processes and policy across the entire DoD to meet Defense Component requirements. Places emphasis on leveraging the DoD logistics enterprise to provide competitive advantage and increased value to Defense Components by being able to identify, deploy, and institutionalize world-class, contemporary supply chain risk management processes and proactively deploy appropriate policy across the diversity of DoD business sectors and product lines to reduce cycle times. Develops and coordinates Office of Secretary of Defense responses to the Government Accounting Office and DoD Inspector General audits, and identifies opportunities for improved controls. Meets with key stakeholders and coordinating officials to assess customer needs, training requirements, and satisfaction and explains organizational policy and procedures resolving significant problems as they arise.

Read more about what should I include in my federal resume? at https://www.usajobs.gov/Help/faq/application/documents/resume/what-to-include/ You may qualify at the NH-04 (GS-14/15) level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Manages private and public business practices to include Assistant Secretary of Defense for Sustainment, DASD(Log) and policies, processes, procedures and requirements in various supply and logistical functional areas in order to ensure all phases of supply chain integration are executed properly across the Department. Analyzes strategic studies to identify and conceptualize supply chain business ideas, innovative solutions, and alternatives that involve improved business processes, better business practices, and improved business-focused decision making. Performs private sector supply chain risk management processes, purchasing management and strategic sourcing in order to integrate proven commercial supply chain concepts into DoD Supply Chain Risk Management practices and facilitate appropriate strategic alliances with the commercial sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualifications requirements must be met by the closing date of this announcement and clearly documented in your resume.
