Develops, coordinates, implements, executes, and maintains policies, processes, procedures, and performance measures for DoD Operational Contract Support activities, from front end concept exploration through delivery to support the Defense Components, Combatant Commanders, and other federal agencies worldwide. Serves as the senior Operational Contract Support (OCS) analyst and advisor to the Deputy Assistant Secretary of Defense for Logistics.

This incumbent serves as an expert in the development of highly complex and broad Operational Contract Support capabilities that support mobility and contingency plans for logistics and defense activities with high operational impact. It is characterized by the cross-functional employment of capabilities across all Combatant Commands, Services, and Defense Agencies.
As an expert staff specialist, the incumbent defines the scope, interface requirements, policy issues, and performance criteria for Operational Contract Support processes within the DoD. This individual provides high-level managers and military planners Operational Contract Support background information, planning rationales, and alternatives to enable the DoD to adopt improved commercial support practices for DoD military operations.
The role also involves developing and publishing policy guidance on Operational Contract Support to all DoD components and defense contractors, establishing consistent best practices for commercial and contracted support for military operations, and analyzing the knowledge and data collected to best target and refine Operational Contract Support strategies.
The incumbent identifies and recommends overall Operational Contract strategies to support the DASD(Log)'s efforts to deliver efficient, sustainable, and cost-effective end-to-end logistics performance consistent with and supportive of the Joint Concept for Contested Logistics, the Joint Warfighting Concept, and the National Defense Strategy. This individual provides guidance, direction, and advice to the Military Services, Defense Agencies, Joint Staff, and Combatant Commands to address complex contract support problems and issues impacting current and future contingencies, as well as humanitarian and disaster relief operations.

- Financial Disclosure: In accordance with the Ethics in Government Act 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report upon appointment and will be required to file annually.
- This position requires an Life Cycle Logistics Foundational acquisition certification. You will have 36 months to achieve this certification
- Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
- This position may require travel away from your normal duty station on military or commercial aircraft.

You may qualify at the NH-04 (GS-14/15) level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to.
1. Reviewing, analyzing, and evaluating Operational Contract Support programs, activities, and emerging initiatives with long-term impact.
2. Developing, promoting, and integrating innovative approaches to attain joint solutions in support of the warfighter.
3. Utilizing the Defense Planning, Programming, Budgeting an Execution System (PPBES) process to identify and discuss with senior level managers the impact of initiatives on functions and activities.
4. Leading large, complex joint teams, working groups, boards, and/or task forces with Department of Defense (DoD), interagency organizations, and/or industry partners.
