Supervises and leads an expert supply team to develop, coordinate, implement, execute, and maintain over fifty discrete functional policies, processes, procedures, and associated performance measures for the Department of Defense (DoD) supply chain and materiel management activities, from front end concept exploration through delivery to support the Defense Components, Combatant Commanders, and other federal agencies worldwide.

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with USD(P&R) memo of JUN 23 2023, Direct Hire Authority for Certain Personnel of the Department of Defense, Title 5, United States Code, Section 9905. Per 3. Covered Positions c. Positions in the acquisition workforce that are responsible for managing any services contracts necessary to the operation and maintenance of programs in the DoD and Positions in science, technology, engineering, or mathematics, including technician positions, within the defense acquisition workforce, or any category of acquisition positions within the DoD designated by the Secretary as a shortage or critical need category. Incumbents typical work assignments may include the following: Responsible for Department level inventory management, provisioning, asset visibility, storage and distribution, packaging policies and performance measures reporting. In conjunction with OSD Comptroller, reviews the Defense Components Supply Working Capital Funds programming and budgeting requirements. Defines the scope, interface requirements, policy issues and performance criteria for supply chain, inventory material management, asset visibility, and storage and distribution processes within the DoD. Provides high level managers and military planners supply and inventory materiel management background information, planning rationales and alternatives to allow the DoD to adapt improved inventory management, asset visibility, and storage and distribution practices to the DoD logistics enterprise. Identifies and recommends overall supply, inventory management, asset visibility and distribution strategies to support the DASD(Log)'s efforts to deliver efficient, sustainable, and cost-effective end-to-end logistics performance consistent with and supportive of the Joint Concept of Logistics (JCL), the Joint Warfighting Concept (JWC) and National Defense Strategy (NDS). Focuses on integration of DoD supply, inventory and distribution processes and policy across the entire DoD to meet Defense Component requirements. Places emphasis on leveraging the DoD logistics enterprise to provide competitive advantage and increased value to Defense Components by being able to identify, deploy, and institutionalize world-class, contemporary supply and inventory management processes and proactively deploy appropriate policy across the diversity of DoD business sectors and product lines to reduce cycle times. This is a supervisory position and the incumbent is expected to assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. Provides technical oversight. Develops contribution / performance plans and rate employees accordingly. Interviews candidates for subordinate positions and recommends hiring, promotion, or reassignments. Fairly administers contribution / performance Management program responsibilities, ensuring that required communication and activities are accomplished in compliance with guidance and timeframes, and that employees' achievements are appropriately recognized. Supports the Whistleblower Protection Program by responding constructively to employees who make protected disclosures; taking responsible and appropriate actions to resolve any such disclosures; and creating an environment in which employees feel comfortable making such disclosures.   • This position requires a Life Cycle Logistics, Level 1 Foundational acquisition certification. You will have 36 months to achieve this certification.
  • This is a Critical Acquisition Position. Incumbent will be required to sign a written tenure agreement to remain, for a minimum of three years, in the Federal Service in the Critical Acquisition Position.
  • Overtime is NOT authorized for this position.

Identify, analyze, and conceptualize supply, inventory and distribution business ideas, innovative solutions, and alternatives that involve improved business processes, better business practices, and improved business-focused decision making to the design and conduct of comprehensive management studies where the boundaries of the studies are extremely broad and difficult to determine in advance; Apply logistics management principles, concepts, policies, and regulation to include weapon system life cycle management acquisition and sustainment logistics as well as experience in industrial base policy development, operations management, and working capital funds programming and budgeting to support supply chain and material management activities; Determine supply operations structure, inventory management, demand forecasting methods, and/or logistics information technology systems to ensure Department wide inventory asset visibility, and efficient, cost-effective end-to-end logistics performance; and Develop Department supply, inventory management, and distribution policy to improve materiel management of defense spare parts inventories through commercially based advanced modeling, networking, scheduling and inventory optimization systems and techniques. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. DAWIA (Back to Basics) Certification: Position requires DoD Acquisition Life Cycle Logistics, Foundational level certification within 36 months of entry into position and must acquire 80 Continuous learning Points every 24 months.

This is a critical acquisition position. Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
