This position is located in the Security and Office Services (SOS), within the Department of Administration and Finance (A&F), Millennium Challenge Corporation (MCC). Position is based in Washington, DC. Selectee can be reassigned overseas based on the needs of the agency. Although the position is advertised equivalent to GS-14, MCC uses a pay banded system to compensate employees. This position is pay band MC-3b which is generally equal to GS-14.

Duties

As the Regional International Security Officer, reports to the Director of International Security (DIS) and Programs and provides direct support to the Resident Country Directors, Threshold Country Directors, and Regional Country Team Lead/Directors within their assigned countries of responsibilities. The Regional International Security Officer: Assesses MCC's current safety and security risks overseas and identifies risk management and mitigation measures. Provides technical expertise to the Director of International Security and Programs (DIS) in the development of rules and procedures governing the safety and security of MCC efforts. Updates the DIS and Country Directors on trends, issues, or concerns. Coordinates overseas security efforts in collaboration with Country Directors, the US Embassy Regional Security Officers, the accountable entities, and any other stakeholders. Conducts routine audits of MCC and accountable entity security policies, procedures, and operations which will include assessing activities and work sites throughout an MCC Country of Operation. Provides technical guidance in the implementation of new security rules and procedures, including communication and outreach to staff. Serve as the technical expert on international security programs policy issues. Reviews, advises, and coordinates on a broad range of safety and security threat policies, procedures, and issues. Serves as a technical expert to assigned country teams for assessing and advising on security risks during travel overseas and provides threat briefings for overseas travel. Prepares internal operating procedures for assigned locations in accordance with security policies. Develops products and services designed to keep personnel appraised of on-going training, security issues or concerns. Implements and provides technical input in the development of a comprehensive training program to develop individual and team readiness and interagency coordination procedures. Travels to MCC overseas posts to provide technical assistance, advice, guidance, direction, audits, and recommendations to senior leadership, colleagues, and other Federal agency personnel in support of MCC programs. Responds, on short notice (Under 48 hours), to assigned posts as a result of emergent and/or exigent situations to support overseas operations. Provides and coordinates international security support services activities; serves as point-of contact for contracted security services; and generates trip reports and tracking all security recommendations for MCC posts. Provides oversight for the accountability and maintenance of classified materials in accordance with applicable directives, regulations, guidance, policies, and procedures. Performs related duties as assigned.

Requirements

  • Some domestic and international travel may be required. Travel overseas may be as high as 30% of time.

Qualifications

Selective Placement Factor (Screen out): Experience working with or coordinating security efforts with the United States Department of State in an overseas capacity in support of US Government projects or efforts. (If you do not meet this experience requirement, your application will not receive further consideration.This information/experience must be included in your resume). To qualify for pay band 3B applicants must also meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4A (GS-13) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: serving as a technical expert and providing advice to management officials on international security programs and operations or in a in variety of environments and locations; assessing safety and security risks and identifying mitigation measures; and representing the organization on interagency committees, task forces, and periodic meetings in support of security programs. Note: This experience MUST be well documented within your resume or application. Highly Desirables: Experience in the deployment, installation, and troubleshooting of GPS tracking devices for vehicles and persons to include the development of policies, procedures, and training materials. Experience using and evaluating open-source information platforms. Fluency in French. (Please include level of proficiency, speaking and writing, in your resume). Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to Pay Band 4A or GS-13 to be eligible for pay band 3B.
