Duties
The incumbent provides advice, guidance, and assistance to the Executive Director, Deputy Directors, and staff to ensure the development and implementation of policies, procedures, and systems needed to plan, develop, monitor, and support effective work efforts within DHS I&A, DHS Intelligence Enterprise (IE), and the Intelligence Community (IC). Assists the Executive Director in implementing complex program and policy areas; and reviews final work products produced by others. Uses quantitative and qualitative techniques to keep the work of the office on track and to review information and data that may contain critical gaps. Conducts extensive coordination with other agencies and organizations. Assists the Executive Director in evaluating, coordinating, and consolidating IWCC actions, including those associated with budgetary planning and developing recommendations for senior I&A leadership to include supporting and participating in IWCC briefings to the Department, OMB, and Congressional committees. Oversees and integrates planning efforts to accomplish various phases of project requirements which often cross disciplinary lines requiring effectiveness in strategic planning and the ability to define objectives, develop innovative approaches, provide oversight, and effectively communicate team expectations and requirements. The incumbent uses judgment and discretion to plan the sequence, direction, and progress of work; discerns or devises creative solutions and actions that resolve policy issues and presents balanced findings. The incumbent considers uncertainties about data or other variables which affect long-range program performance and recommends methods to improve program effectiveness.
Requirements
- Must be a current permanent Federal employee

- Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
- Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
- The program does not apply to members of the Military service or contractors.
Qualifications
Qualifications required:
Knowledge of federal executive branch organizational programs and mission goals, objectives, and relationships with other government and non-government entities.
Ability to serve as an advisor to senior executives, providing advice and guidance on a broad range of administrative and programmatic matters.
Ability to plan, organize, and implement programs, plans, and proposals involving substantial organizational resources or that require extensive changes in established procedures.
Ability to develop long-term strategic and budgetary plans including resource requirement identification and justification.
Serve as senior project manager for special project assignments requiring high level coordination with technical and policy experts.
Strong verbal and written communication skills with experience preparing and professionalizing executive-level presentations, white papers, communications, and other documents
