This vacancy is for a Management & Program Analyst in the International Trade Administration (ITA), Global Markets (GM), within the Department of Commerce.
Duties
As a Management & Program Analyst, you will perform the following duties:
Analyzes and evaluates on a quantitative/qualitative basis the effectiveness of line program operations in meeting established goals and objectives.
Directs and develops plans for project teams or other groups in accomplishing/producing projects/studies.
Develops, analyzes, and evaluates new or modified program/management policies, regulations, goal, or objectives.
Develops procedures and systems for assessing the effectiveness of programs/management processes.
Evaluates and advises on organization, methods and procedures.
Analyzes management information requirements.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-15 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as: Experience leading major projects and initiatives to ensure action items are appropriately assigned and completed in a timely manner; developing and implementing continuous/process improvements, and program evaluation initiatives, develop an effective strategic and operational plan to meet program objectives; identifying issues and developing new approaches to problems arising out of qualitative and quantitative management studies and surveys.
