About the Position: The Walla Walla District US Army Corps of Engineers is comprised of motivated and talented employees providing the very best engineering services for communities in the Pacific Northwest. The District helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas.

Duties

Serves as a Procurement Analyst and alternate Agency/Organization Program Coordinator for the Walla Walla District Government Purchase Card (GPC) program Component Program. Coordinates appropriate bank related matters. Participates in any mandatory meetings, and communicates DoD and NWW policy updates, findings, procedure changes, and other information as necessary to GPC personnel. Identifies managing accounts or Cardholder accounts that fail to maintain currency. Establishes and maintains files on each Cardholder and Checkwriter and retains even after the account is cancelled IAW DoD's Financial Improvement and Audit Readiness guidance. Responsible for Contracting Division’s compliance reviews to include coordination and reporting, for all protests against awards, reports of procurement management reviews, inspections, investigations and contract operation review audits. Resolves acquisition compliance problems and develops path forward for corrective action. Coordinates the Districts Internal Contract Review Board and oversees internal reviews of contracts or contract changes within predetermined categories based on dollar value, method of acquisition, and other factors. Responsible for Contracting Division’s compliance reviews to include coordination/reporting for Freedom of Information Act (FOIA) requests, Congressional Inquiries, Government Accounting Office (GAO), Army/DoD Inspector General/Internal Reviews.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-9: Specialized Experience: One year of specialized experience which includes 1) Administering the GPC program; AND 2) Enforce policy and guidance; AND 3) Conduct monitoring GPC use; AND 4) Review and/or Execution of pre-award and post-award contracting work products for a variety of supply, service contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: .accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. GS-11: Specialized Experience: One year of specialized experience which includes 1) Implementing and administering the GPC program; AND 2) Enforce policy and guidance; AND 3) Conducting training and monitoring GPC use; AND 4) Review and/or Execution of pre-award and post-award contracting work products for a variety of supply, service, architect engineering, and/or construction contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. GS-12: Specialized Experience: One year of specialized experience which includes1) Implementing and administering the GPC program; AND 2) Establishing policy and guidance; AND 3) Conducting training and monitoring GPC use; AND 4) Review and/or Execution of pre-award and post-award contracting work products for a variety of supply, service, architect engineering, and/or construction contracts; AND 5) Providing oversight and administration. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. At the GS-12 level you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-7 for the GS-9, GS-9 for the GS-11, GS-11 for the GS-12).
