Duties
Serve as a non-supervisory Contract Specialist in the Contracting Division, performing as technical expert responsible for the full range of pre-award and post-award functions.
Plan, direct, and coordinate activities to meet mission objectives.
As a Contracting Officer, contract for supplies and services
Provide technical oversight on contract activities carried out by procurement and non-procurement staff throughout the District.
Serve as a warranted Contracting Officer with authority to obligate the government for advisory and assistance services, architect-engineer and construction services and information technology.
Exercise acquisition authority for acquisition planning, contract formation, solicitation, source selection, negotiation, partnering, administration, resolution of protests, disputes, claims, and termination.
Complex multi-agency coordination requires continued development and application of innovative acquisition practices.
Mentor subordinates by assisting them accomplish established goals and objectives
Provide expert advice to staff of acquisition professionals (GS-7 to GS-12) and support staff (GS-5 to GS-7) to accomplish all phases of the acquisition process.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has been designated as an Acquisition Workforce position and requires DAWIA Level III certification.
- Serve as a Contracting Officer, warranted above the simplified acquisition threshold. Must be able to obtain and maintain a $10,000,000 warrant.

Basic Requirement for Contract Specialist:Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.(Note: You must attach a copy of your transcripts.)

Exemption: You are exempt from the education requirements above if you are (A) a current civilian employee in DoD who occupiedGS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) I am a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-13 Specialized Experience:
One year of specialized experience which includes (1) Acquisition planning and the development of acquisition strategies for procurements. (2) Experience with contract compliance and oversight. (3) Experience with implementing Acquisition Policy changes. (4) Experience conducting Peer Reviews. (5) Applicants must also have experience managing best value procurements under FAR Part 15, Best Value Trade Off and Lowest Price, Technically Acceptable to include assisting in developing technical evaluation criteria and serving as the primary business advisor. These procurements should be in the areas of supply and services. (All five (5) skills sets must be well documented in your resume). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-13 job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
