About the Position: The Walla Walla District US Army Corps of Engineers is comprised of motivated and talented employees providing the very best engineering services for communities in the Pacific Northwest. The District helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas.

Duties

Chief, Contracting Division, responsible for acquiring all necessary commodities in support of the Walla Walla District's mission. Principal procurement official, primary contracting officer, and a key staff advisor to the Commander, U.S. Army Engineer District, Walla Walla. Principal procurement official and primary contracting officer vested with an unlimited monetary authority to contract for supplies and services including construction and architect-engineer, utilities, and agreements. Exercise full breadth of authority through participation in acquisition planning, contract formation, partnering, administration, resolution of disputes, and claims. Prepare recommendations for sustainment or denial of mistakes in bids, protests, justifications, and approvals along with their related level or through the General Accounting Office (GAO). Exercise delegated authority to appoint Ordering Officers, Contracting Officer's Representatives, and similar positions in the contracting process. Develop long range organizational plans and goals through subordinate organizational chiefs, assign work to subordinates, determining work schedules and priorities. Manage a staff of professional administrative employees including several Contracting Officers. Manage the District's multi-million dollar contracting program for single and multiple purpose civil works water resource projects and construction projects, and work for others projects throughout the area of jurisdiction. Plan for, request and negotiate the acquisition of all necessary resources to support the Contracting Division and prepare input for budgets.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a Secret Security Clearance.
  • Must achieve Foundational Back to Basics Certification -or- equivalent within 24 months.
  • Selectee must sign an Acquisition Corps written tenure agreement to remain in the Federal service in this position for at least 3 years.
  • Selectee must sign a Mobility Agreement.
  • Must file a Financial Disclosure Statement, OGE Form 450, upon entry into the position and annually thereafter.
  • Required to obtain an Unlimited Warrant within six (6) months of appointment.
  • Be willing and able to travel up to 25 percent of the time for official business.
  • Must upload transcripts or exemption in lieu of transcripts.
  • Must achieve Army Acquisition Corps (AAC) membership prior to assignment.
  • This position requires a one-year Supervisory probationary period (if not already completed).
  • Must achieve Army Acquisition Corps (AAC) membership prior to assignment or provide a waiver.
  • This position has been designated as “mission essential.” In the event of emergency type situations, (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.

OR Exemption: You are exempt from the education requirements above if you are (A) a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) I am a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-14 Specialized Experience: One year of specialized experience which includes (1) Experience in Fixed-Price type contracts; (2) Experience in pre & post award requirements (such as: proper usage of contract clauses, amendments, source selection, modifications and justifications, and approvals); AND (3) Experience developing acquisition strategies/plans. (Resume MUST document this experience in all three areas to be considered). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-14 job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
