The primary purpose of this position, Management and Program Analyst NH-0343-03, is to provide senior leadership and management advice on effective and economical management of assigned programs and projects.

Duties

1. Serve as project and/or lead/manager, conducting organizational and process related studies and analysis of organizations, functions, and work process to improve mission effectiveness, resources allocation and efficiency, functions, and work process to improve mission effectiveness, and resource allocation. 2. Plan, organize, and oversee the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs. 3. Participate in special logistics related operation projects and initiatives and performs special assignments. 4. Represent the organization with a variety of installation and functional area organizations.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is described as: analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of program operations or policy in meeting established goals and objectives; developing life cycle cost analyses of projects or performing cost-benefit or economic evaluations of current or projected programs; assessing program evaluability; and/or evaluating the impact of changes to laws, regulations, policies, standards, or procedures on the organization and its programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing. 2. Ability to apply the knowledge to evaluate current organizational strategies and performance. 3. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas. 4. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. 5. Skill in interpreting and applying complex regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work. WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
