The primary purpose of this position, MANAGEMENT ANALYST NH-0343-03, is to maintain an account of valid manpower requirements in compliance with resource allocation and organization policy to conduct analysis evaluation and project management within the Manpower and Organization Flight assigned to the Force Support Squadron.
Duties
Study the structure and/or functions of organizations with interrelated work processes and functions and accurately advises or proposes solutions to improve processes, and maximize mission accomplishment and resources utilization.
Design, plan, and conduct work measurement, methods and procedures, manpower requirements utilization and engineered time standards; reviews and implements changes to organization and resource controls/programs, and/or benchmarking studies of complex, interrelated substantive work processes or functions.
Design, plan, and facilitate CPI events, manpower assessments, management surveys, and research projects, providing advisory services of a wide variety on substantive issues with extensive scope, complexity, and impact, assessing the overall effectiveness of program operations.
Provide complex management support services in the areas of strategic planning, alignment, program manpower cost analysis, annual/multi-year/long range fiscal planning (e.g., Defense Planning Guidance (DPG), Planning, Programming, and Budgeting System (PPBS) cycles), and development of annual work plan(s), and/or commercial activity for organization(s) whose operations are interrelated and unstable.
Work with local Civilian Personnel office to review and validate local over hire actions verifying the requirement through various analytical methods.

- PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
- WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations through application of pertinent laws, regulations, policies, and procedures which affect the use of program and related support resources in the organization; ability to develop new or modified work methods, organizational structures, management processes, and/or program administration procedures. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge of Department of Defense (DoD), Joint Service and Air Force management engineering related programs/analytics/regulations, organization and CPI principles, concepts, and methodologies.
Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations.
Knowledge of process improvement techniques such as Lean Six Sigma, benchmarking, metric/statistical analysis, and process flow charting.
Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.
Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
