This position is in Enterprise Program Integration Office (EPIO) as a Program Analyst. EPIO is responsible for integration and oversight for SECVA Priority Initiatives (PI) impacting the entire worldwide enterprise that directly supports providing VA benefits, services and healthcare to Veterans, Service members, their families, and caregivers.

Duties

Major duties include, but are not limited to the following: Advises management of unique conditions and issues which affect program activities and provides guidance on interpretation and implementation of new and revised technical, regulatory, procedural, and operational developments. Completes analyses of data and identifies programmatically significant findings. Develops and updates guidance. Serves as delegate or for his/her immediate supervisor when called upon to do so. Analyzes and prepares program status reports for review at all levels. Develops necessary responses and correspondence to internal and external stakeholder inquiries. Research, analyzes and prepares all necessary administrative materials, correspondence, and justifications detailing reasons for decisions. Maintains effective communication with peers and management officials on appropriate procedures and status of projects and issues. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/13/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade. You may qualify based on your experience and as described below: Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience include those similar to the GS-12 but at a lower level of responsibility. This experience must be equivalent to the next lower level of federal service. OR Education may be substituted for specialized experience at the GS-11 level: PhD. or equivalent graduate degree or 3 years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR Applicants may also combine education and experience to qualify at the GS-11 level. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. O. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Complete all phases of program/projects to include conception, planning, research, development, evaluation, and maintenance and/or distribution. Gather, analyze, develop and evaluate information relating to program and project operations. Participate on special projects associated with organization-related programs, including but not limited to: planning, performing and directing special studies and coordinating programs projects; preparing original documents to support the office's leadership interaction with internal and external officials; and preparing and/or presenting original presentations on special and organization-specific topics to OI&T management officials. You will be rated on the following Competencies for this position: Analysis and Problem Solving Critical Thinking Customer Service Project Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
