About the Position: Serves as the primary advisor to the Lockmaster concerning substantive administrative programs to include budget development, tracking, and execution current and out years, purchasing, supply management, personnel administration, the business portion of contract administration, records management, office automation, etc.
This position will be located in Alton, IL and will allow for situational telework only. This position is NOT eligible for full time telework.
Duties
Serves as the primary project site employee responsible for the review and application of administrative guidelines necessary for project operations.
Serves as the focal point and liaison between the field office and District staff offices regarding financial, personnel, supply and other administrative transactions as the documentation flows through the office in electronic form or on paper.
Gathers background data in preparation of budget submissions; provides estimates on certain areas such as supplies, utilities, cost of recurring contracts, ADP needs, etc.
Establishes tracking systems for manhours, contract manhours, supplies and equipment to ensure adherence to allotments of approved budgets, breaks out expenditures to numerous cost codes to track usage.
Acts as ordering officer and VISA cardholder to purchase supplies or services under authorized dollar threshold or as an Authorized Receiving Official.
Prepares annual purchase requests for field maintenance contractual services (such as electric, telephone service, garbage pickup, water, mowing and maintenance and janitorial).
Provides answers and/or researches for project employees regarding questions concerning the various aspects of employment including, but not limited to, benefits, training, pay schedules, job opportunities, leave programs, etc.
Responds to numerous telephone requests for navigation/river information, and complaints from the public, other Government agencies and commercial navigational interest concerning water levels, river conditions, specific boat movements, etc.

Qualifications for the GS-07:
Specialized Experience: One year of specialized experience which includes assisting in budget preparation; researching information to resolve problems; and preparing personnel reports using automated program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
