Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • Must be able to obtain and maintain the appropriate SECRET security clearance for the position within a ONE (1) year of the appointment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Financial Management Level II position IAW the NDAA 2012, PL112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program with in TWO (2) years of the appointment.
  • Must complete all required Financial Management Certification continuing education and training hours; and, the employee, along with his or her applicable supervisor, must document and manage the employee's Individual Development Plan.
  • Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless approved in advance by TAG.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Irregular and overtime hours may be required to support operational requirements or contingencies.

Qualifications

IMPORTANT INFORMATION: This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e., Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened. AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Technician Officers, Warrant Officers and Enlisted members employee's (NG T32/NG T5) within Puerto Rico Army National Guard. Area 2 = All indefinite Technician Officers, Warrant Officers and Enlisted members employee's (NG T32/NG T5) within Puerto Rico Army National Guard. Area 3 = Officers, Warrant Officers and Enlisted currently serving members of the Puerto Rico Army National Guard. Area 4 = Officers, Warrant Officers and Enlisted Prior (former) members of the Puerto Rico Army National Guard. Area 6 = Applicants who meet all requirements to become Officers, Warrant Officers and Enlisted members of the Puerto Rico Army National Guard. Duties: As a PROGRAM ANALYST (D1009000),GS-0343-9, you will serve as the analyst and consultant for the management and administration of programs within the directorate or division. Serves as key coordination point for all program requirements. This work requires knowledge and skill in the application of related laws, regulations, policies, acquisition, precedents, methods, and techniques of program and budget analysis and funds management. Physical Demands: The work is primarily sedentary in nature. Working Environment: The work is performed in an office setting. Occasional travel is required. GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year of specialized experience at the next lower GS-07 level, or the equivalent TWENTY-FOUR (24) months performing or supervising duties such as providing expert technical guidance and specialized team leadership; planning, organizing, and performing technical analyses as required, and, as assigned, manages budget functions; utilizing particular areas of expertise in an environment conducive to meet state Army National Guard requirements; reviews, evaluating and analyzing obligations and expenditures; preparing directorate or division summaries from reports submitted by Major Subordinate Commands; summarizing and interpreting significant data collected and relates this data to the organizations program actions; identifying and analyzing deficiencies in resource consumption, training, workload and scheduling, and evaluates deviations from standards, plans, and estimates; assisting management in interpretation and utilization of reports and information provided; providing guidance and instructions to subordinate organizations for proper management of programs; determining and issuing funding allocations and monitors expenditure to ensure allocations are being utilized as planned and are not being exceeded; developing an annual budget for programs; reviewing prior and current budgets/funding trends, compiles funding projections and prepares funding recommendations; researching and interpreting personnel and training regulations, DA Pam's, Circulars, and NGB guidance; assisting management in preparing guidelines and instructions to MSCs for development of the yearly State Operating Budget. NOTE: This is a Financial Management Level II Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within TWO (2) years of notification of applicable certification requirements or the period of any extension. Failure to comply with this directive will result in terminated employment. Copy of successful completion of Financial Management (FM) Level I or II certificate must be submitted with your application.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Completion of 2 academic years of education in an accredited college or university will satisfy the requirements (30 semester hours or 20 classroom hours of instruction per week) for 3 months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Courses must be directly related to the work of the position.
