Requirements

  • Males born after 31 December 1959 must be registered for Selective Service.
  • May be required to successfully complete a probationary period.
  • Federal employment suitability as determined by a background investigation. Must be able to obtain and maintain the appropriate SECRET security clearance for the position.
  • Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
  • Federal employees currently serving in the excepted service (Title 32) must acknowledge they will voluntarily leave the Title 32 excepted service by accepting an offer of employment for this NG Title 5 excepted service position.
  • Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration and will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments
  • Must possess a valid PR state driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must be able to obtain and maintain Fiscal Law, Master Cooperative Agreement Training certification within 18 months.
  • Must be able to obtain and maintain Financial Management Level 2 Certificate in accordance with (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d, within one year.
  • Direct deposit is mandatory.

Qualifications

DUTIES: As a MANAGEMENT AND PROGRAM ANALYST (COOPERATIVE AGREEMENTS) (NGT5111P01), GS-0343-12, you will be responsible for administering and coordinating a complex Federal assistance agreement (grant, cooperative agreement), and support agreement portfolio which includes serving as a technical authority and resource with external recipients, Army National Guard (ARNG) units, Air National Guard (ANG) wings, in some states United States Space Force squadrons, and Joint Forces Headquarters staff offices. Physical Demands: Assignments involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, construction, storage, or comparable work area. Working Environment: Assignments require visits to storage, construction, or other industrial areas, and involve moderate risks or discomforts. Protective clothing and gear and observance of safety precautions are required. GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year of the specialized experience at the next lower-level GS-11 or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as analyzing, organizing a wide range of cooperative agreement management duties; planning, directing, controlling and reviewing complex long range Cooperative Agreements and related functions; managing and administering complex or sensitive cooperative agreement issues or problem areas; providing evaluation, planning and program analysis expertise to all aspects of the cooperative agreement program; planning, developing, preparing and coordinating all aspects of support agreements; developing and negotiating types of positions for reimbursement and level of reimbursements with applicable State Program managers and others; negotiating support agreements, collaborating with other ARNG, ANG units, and other Federal and non-Federal trading partners; performing qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of General Terms & Conditions (GT&C) and Construction Cooperative Agreements; evaluating state mission effectiveness regarding the Cooperative Agreements Program; responsible for making periodic inspections of all projects or items constructed under state contracts; conducting cooperative agreement council meetings and inspects and reconciles Program Manager record. NOTE: 1. Must be able to obtain and maintain Master Cooperative Agreement Training certification within eighteen (18) months of the appointment. 2. Must be able to obtain and maintain FINANCIAL MANAGEMENT Level 2 Certificate within one (1) year of the appointment.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Successful completion of Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading
to such a degree or LL.M., if related.
