About the Position:
This position is located at Fort Buchanan, Puerto Rico. Fort Buchanan is located by Guaynabo City, Puerto Rico. It is near the capital of San Juan. Puerto Rico boasts fabulous ocean views, tropical weather, and lush green mountains. The island is approximately 100 miles by 35 miles and similar in size to Connecticut.
Federal employees in Fort Buchanan, Puerto Rico are currently entitled to receive a 2.81% Cost of Living Allowance (COLA) in addition to the base salary.
Duties
Research, evaluate and prepare long-range and short-range acquisition procurement plans and current costing in supporting these areas.
Accomplish administrative and analytical work in the maintenance of Defense Property Accountability System (DPAS) and backup files for the assigned district.
Process annual accountable property inventories for the district.
Review data and identifies any discrepancies by further coordination with appropriate personnel at the military community.
Perform as the logistics expert and liaison for the District Superintendent.
Serve as the Program Manager for furniture acquisition required including Life Cycle Replacement, New Construction, Major Renovation projects and DoDEA-directed purchases.
Interpret DoDEA transportation policies and implements and enforces approved DoDEA and DoD policies in the development of student transportation plans for each community.
Develop and maintain organizational procedures and practices for safeguarding fund, properties, and other assets against fraud, waste, loss, unauthorized use, or misappropriation.
Perform a full range of first-level supervisory responsibilities.
Requirements
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

- One year probationary period may be required.
- Appointment subject to a suitability/fitness determination, as determined by a background investigation.
- One year supervisory probation period may be required.
- This position requires a Tier 1 (T1) investigation.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- You may be required to sign a transportation agreement.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
