Duties
You will serve as an ASTRONOMER in the GPS ANALYSIS DIV, EARTH ORIENTATION DEPT (N3EO), US NAVAL OBSERVATORY (USNO), WASHINGTON, D.C.
You will determine daily earth orientation parameters.
You will evaluate data processing requirements.
You will implement practical applications of research insights.
You will plan, coordinate, and implement software tests.
Requirements

Qualifications
BASIC EDUCATION REQUIREMENTS:
Degree: in one or a combination of astronomy, physics, mathematics, space science, or electronics. The course work must have included differential and integral calculus and 12 semester hours in astronomy and/or physics.
OR
Combination of education and experience -- at least 30 semester hours of courses equivalent to a major in any combination of astronomy, space science, physics, mathematics, and electronics, with required course work as shown in A above, plus appropriate experience or additional education.
EXPERIENCE:
GS-12: In addition to the Basic Education Requirements, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experience planning very significant projects, advising on improvement of instrumentation, software, or procedural methods; and ensures that specialized equipment and software is identified, procured (if necessary), modified, installed, and meets all IA and division requirements.
Experience serving as an advisor to other scientists, specializing in areas such as analysis of orbits of OPS satellites, signals of GNSS satellites, and other data or processes.
Experience performing daily determination of earth orientation parameters using state-of-the-art methods in software analysis including daily monitoring activities which sometimes occurs on weekends.
Experience utilizing software that uses complex algorithms to estimate GPS satellite orbits, receiver-and satellite-clock corrections, positions of the earth's rotation pole, UTl values, and other related quantities from GPS measurements.
GS-11: In addition to the Basic Education Requirements, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experience developing and maintaining knowledge in celestial mechanics, orbit determination, geodesy, geophysics, time series analysis, statistics, data analysis software, and computer programming/software design.
Experiencing accomplishing timely analysis and implantation of new processing methods.
Experience originating new techniques in the area of orbit determination, data processing, and time series analysis, in order to develop, transition, and operate USNO capabilities.
Experience formulating new data processing schemes and models that will be used by the international geodetic and astronomical communities.
Experience developing a wide variety of astronomical, geodetic and/or geophysical data and with the associated analysis procedures.

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree
