Duties
You will serve as the Chief of the Very Long Baseline Interferometry (VLBI) Operations Division in the Earth Orientation (EO) Department of the U.S. Naval Observatory.
You will plan and assign work to subordinates, set and adjust priorities, and prepare schedules for completion of work based on priorities, selective consideration of the difficulty and requirements assigned and capabilities of employees.
You will evaluate work performance, give advice, counsel, and/or instruct employees on both work and administrative matters; interview candidates for positions in the unit; and recommend appointment, promotion, or reassignment to such positions.
You will conduct scientific research, prepare and publish results, stay current with relevant literature, analyze results of polar motion and time observations and study improvements and modifications, as needed.
You will apply VLBI correlator theory and new developments to maintain USNO preeminence in the international correlator field.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying a mastery knowledge of astronomy, physics, geophysics, geodesy, mathematics, and statistics in order to independently conduct research and represent the department at scientific conferences.
Experience understanding and resolving numerous issues which may affect correlator success and ensuring that facilities issues are all within tolerance and performing acceptably, such as temperature, power, humidity, physical safety, and information assurance.
Experience creating independent planning of correlator projects, objectives, and programs is required and expected.
Experience bringing together many different and unrelated components, such as (but not limited to) correlation theory, knowledge of high-speed transfer data, correlation hardware, and advanced storage requirements, to be applied to achieve correlator objectives.
Experience conducting VLBI research, developing new correlator hardware and software techniques, and representing at national scientific conferences.
Experience employing excellent oral and written communication with internal senior leadership.

Education
BASIC REQUIREMENTS
Applicants must meet the following Basic Qualifications Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Degree: in one or a combination of astronomy, physics, mathematics, space science, or electronics. The course work must have included differential and integral calculus and 12 semester hours in astronomy and/or physics.
OR
Combination of education and experience -- at least 30 semester hours of courses equivalent to a major in any combination of astronomy, space science, physics, mathematics, and electronics, with required course work as shown in A above, plus appropriate experience or additional education.
