This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Incumbent will serve as a Physical Scientist (Environmental) located at Joint Base Lewis-McChord, WA.
Duties
Conducts dry weather screening at storm water outfalls, performs Illicit Discharge Detection and Elimination (IDDE) surveys, and recommends best management practices to prevent and control storm water runoff.
Reviews site specific Industrial Storm Water Pollution Prevention Plans (SWPPPs), and Sediment and Erosion Control Plans, prepares correspondence for submittal to regulatory agencies.
Develops resource programming requirements for annual submittal to higher headquarters.
Conducts storm water inspections of project areas and construction sites to ensure compliance requirements and mitigation measures stated in the NEPA documentation were met.
Examines processes for potential pollution of the environment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
- Must obtain and maintain certification as a Washington Certified Erosion and Sediment Control Lead.
- One-year probationary period may be required.

Basic Requirement for Physical Scientist (Environmental):
Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Managing water pollution programs to ensure the organization complies with the National Pollutant Discharge and Elimination System (NPDES) regulations. 2) Monitoring stormwater by analyzing laboratory results to ensure permit compliance. 3) Inspecting outdoor rain sites to evaluate collected data to ensure regulatory requirements are met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)
