This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for STEM Positions and Cyber Security and related positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is within the Directorate of Public Works, Environmental Division, Joint Base Lewis-McChord is located in the heart of the Pacific Northwest's Puget Sound region and is the DoD premiere military installation.
Duties
Supervise program implementation designed to exceed compliance with federal, state and local pollution controls laws and regulations and a variety of environmental programs including Asbestos Management, Radon Management, the Clean Air Program.
Incorporate legal requirements into installation and sub-installation policy in the form of local regulations and policy letters
Update local policy in consultation with the Division Chief.
Ensure installation compliance with environmental legal requirements.
Oversee implementation of pollution control programs for all environmental media in the Branch.
Provide overarching vision and direction for environmental programs within the Branch, establishes program goals and objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent may be subject to travel for business or training up to 10% of the time to attend training.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the education and/or experience requirements described below. Basic Requirement for Supervisory Physical Scientist:
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized experience for the GS-13 grade level: One year of specialized experience equivalent to the GS-12 level in the Federal service which includes improving and enhancing environmental regulatory compliance; environmental stewardship through identifying and managing environmental requirements; development and execution of projects and managing one or more environmental programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
