Duties

Conduct comprehensive evaluations of current business processes across the ARL enterprise, identifying inefficiencies and areas for improvement that align with the Research Business Transformation initiative. Develop innovative, industry best-practice solutions for business transformation, leveraging new authorities, policies, waivers, and tools to reduce barriers and improve operational efficiency in foundational research. Lead reengineering efforts to redesign workflows, using process modeling techniques and tools (e.g., Visio, BPMN) to document current and future state processes, ensuring that all relevant aspects of transformation are captured and effectively communicated. Work closely with key stakeholders across the enterprise to ensure that proposed process changes align with strategic goals and are feasible within the operational and technical infrastructure. Develop and apply key performance indicators (KPIs) and metrics to assess the success of business transformation initiatives, tracking improvements in efficiency, effectiveness, and operational responsiveness. Facilitate on-the-job training that emphasizes critical thinking and hands-on learning, guiding team members through the implementation of new business mechanisms and fostering a mindset of adaptability and continuous improvement. Proactively scout, evaluate, and integrate emerging technologies, such as AI, into business operations, collaborating with technical teams to enhance efficiency and decision-making.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to have a Secret security clearance.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • A one year trial period is required.

Qualifications

This position is covered under an alternative personnel system known as the Army Futures Command (AFC) Science and Technology Reinvention Laboratory (STRL) Demonstration Project. The Demonstration replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position, DB-3, incorporates GS-12 step 1 through GS-14 step 10 grade and salary levels. The full-performance level of this position is DB-3. Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for General Engineer 0801: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Basic Requirement for Data Scientist 1501: A. Degree: Bachelor's degree (or higher degree) in mathematics, statistics, or actuarial science. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR B. Combination of Education and Experience: Courses equivalent to a major field of study as shown in paragraph A above, plus additional education or appropriate experience. Basic Requirement for Operations Research Analyst 1515: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Basic Requirement for Physical Scientist 1301: A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: To qualify for the DB-03 position, applicants must possess at least one year of specialized experience at the next lower pay band or grade/level performing the following: 1) Conducting comprehensive process evaluations and business transformation initiatives, developing and implementing innovative solutions to improve operational efficiency using industry best practices, 2) Leading process reengineering efforts and working with cross-functional teams to align process improvements with strategic goals, 3) Using process modeling tools (e.g., Visio, BPMN) and workflow redesign methodologies; and 4) Integrating new and emerging technologies (e.g., AI, machine learning) into business processes to drive innovation and improve operations. This definition of specialized experience is typical of work performed at the next lower pay band or equivalent grade/level position in the federal service DB-02 (GS-11).
