Duties
Serves as a Senior Scientific Technical Manager (SSTM) and Supervisor administering a major engineering, scientific, and/or technical competency area having national or international impact within the organization’s mission and vision.
Plans and prepares comprehensive program plans (cost, deliverables, schedules, budgets, forecasts, etc.) for the execution of multifaceted projects.
As a supervisor, manages, supervises, and oversees a staff of senior level engineers, scientists, expert technologists, as well as various supporting personnel.
Interacts with high-ranking civilian and military officials locally, at other commands, and at higher headquarters. Prepares and presents oral and written reports on program status, critical issues, and needs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires Temporary Duty (TDY) travel 25% of the time.
- Position is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI) or the incumbent must be able to obtain and maintain a TS/SCI security clearance/access.
- Position requires Drug Testing Requirement, requires DA 5019.
- Financial Disclosure OGE 450 required upon entering the position and annually.
- This position requires an Official Passport with no travel restrictions, or incumbent must be able to obtain a passport with no travel restrictions.
- This position has been designated "Mission Essential".
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectee must meet position requirements for Practitioner level for Engineering and Technical Management within 60 months as of entrance on duty.
- Critical Acquisition Position- Unless specifically granted a position waiver by the Director of Acquisition Career Management or the Army Acquisition Executive the following requirements are mandated.
- Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
- Supervisory/Managerial >=25%
- Appointment is subject to completion of 1 year supervisor probation unless the appointee has previously met the requirements.
- Appointment is subject to a three (3) year probationary period.
Qualifications
DEVCOM-C5ISR is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project. The DB-05 pay band is equivalent to the GS-15 step 1 to GS-15 step 10 level.
