About the Position: The Army's C5ISR Center enables the networked Warfighter by discovering, developing, and rapidly delivering innovative technologies that enable decisive lethality through information dominance in Multi-Domain Operations. This is a Temporary Promotion not to exceed five years position. Temporary promotions or reassignments may be extended in up to five year increments for candidates who are current federal employees and may be made permanent without further competition.

Duties

Responsible for the planning of all applied research and advanced technology development programs across C5ISR Center, working under the broad policy direction of the C5ISR Center Director, a Tier 2 SES. Incumbent develops structured recommendations for decision, and directly influences the broad and diverse set of Science and Technology initiatives across the C5ISR Center mission areas. Serves as the assistant/advisor to the C5ISR Center Director and acts for him/her on scientific/technical matters related to the Center’s mission of providing (C5ISR) as well as Target Acquisition; Position, Navigation and Timing; Electronic Warfare. Oversee, influence, and perform significant coordination regarding Science and Technology, prototyping, and competitive resourcing opportunities with senior level (GO, SES, DISL, SRS) personnel internal and external to C5ISR Center and DEVCOM. Working collaboratively with C5ISR Center’s subordinate Directorates. Provides the C5ISR Center Director with well-refined and structured proposals, evaluations and recommendations concerning Science and Technology with recommendations for modifying and adapting them to meet current and future requirements.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Incumbent must be able to obtain and maintain a TS/SCI security clearance/access. However, the TS/SCI is not required at the time of appointment.
• This position is subject to a pre-employment screening, and random testing thereafter.
• This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
• This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations.
• May be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position.
• This is a Critical Acquisition Position (CAP). Must be a member of an Acquisition Corps at the time of appointment or eligible for a waiver.
• This position requires you to a Financial Disclosure Statement, OGE-278 (5CFR part 2634, Subpart-B) upon entry, and annually thereafter, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
• This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
• This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
• Appointment to this position is subject to an extended probationary period of three years for the Engineers and Scientists Occupational Family. While probationary the incumbent can be terminated with limited appeal rights.
• This position requires a one year supervisory probationary period.
• This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 60 months as of entrance on duty.

To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1.Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Education

Basic Computer Scientist Education Requirement:

Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
