You will serve as a Program Manager in the Rapid Capability Solutions Department of NAWCAD WEBSTER OUTLYING FIELD. If selected, your salary will be set according to the established control points of this position, which is $142,488 - $185,234.

Duties

You will provide authoritative expert guidance and rapid program/project management for technical and operational functions to include engineering/technical support in developing information technology rapid solutions. You will provide technical support and oversight for the development, acquisition, update, and test of C5ISR systems throughout the project lifecycle focused involving customers and aviation platforms. You will oversee the planning and execution of complex system/system-of-system unmanned system integration efforts that meet program cost, schedule and performance requirements. You will collaborate with sponsor and team members to ensure appropriate funding is received and executed in accordance with program, agency, and statutory financial requirements. You will function as an expert on matters pertaining to the resources required for the development and integration of unmanned control system technologies.

  • MSP/PPP applicants must currently hold the required security clearance.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA).
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12/13) grade level or pay band (DA-05) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing expert guidance and rapid program/project management for technical and operational functions to include support in developing rapid solutions; 2) Leading multi-disciplinary teams participating in developing ship change documentation, design reviews, program management reviews and technical information meetings by providing detailed documentation including developing exit and assessment criteria with regards to the Navy Modernization Process (NMP); 3) Leading coordination efforts amongst team members and sponsors to initiate required installation start documentation, serve as liaison for all assigned projects with regards to the Navy Modernization Process (NMP), report progress to all stakeholder's, and ensure closeout installation efforts are complete; 4) Leading multi-disciplinary teams across multiple installations to reduce cost/schedule, de-conflict work efforts with other DOD entities, and coordinate with Navy Participating Acquisition Resource Managers (PARMs) to ensure the proper integration of Government Furnished Equipment (GFE) aboard ship and in accordance with NAVSEA STD 9090-310G; and 5) Representing Command and the Navy as an expert on matters pertaining to the resources required for the installation of ship and shore-based C5ISR systems.
