You will serve as a Program Manager/Government Project Lead (GPL) in the Combat Integration and Identification Systems Division, the Special Communications Mission Solutions Division, or another Division within NAWCAD WEBSTER OUTLYING FIELD(WOLF).
This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will ensure that Division and External Program Office requirements, cost objectives, and milestones are at the forefront during the execution of tasking.
You will document program requirements and develop execution plans taking into consideration schedule, funding, and personnel constraints.
You will decide on need and allocation of resources (funding, manpower, facilities, etc.) for execution of tasking for the assigned programs to meet agreed upon requirements as resources permit.
You will analyze all changes that have an impact on the project schedules and develops or directs development of responsive and effective changes in plans and strategies.
You will propose methods and implements techniques to evaluate the performance of project related efforts.
You will synthesize critical management issues, documentation and relevant information needed to support program reviews.
You will consider cost, performance factors, suitability and compatibility of systems; analyzing relevant data and applying the results to prepare acquisition plans consistent with overall program objectives.
You will prepare procurement requirement packages, interface with commercial vendors on specifications, resolve issues, and understand project goals; executing all in a timely manner.
You will monitor and evaluate performance of contractors

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrating knowledge of project management processes and procedures, including project planning, programming, and budgeting; cost estimating and analysis; and contract technical administration; 2) Monitoring project execution in the areas of Cost, Schedule, and Performance, including milestone accomplishments, progress tracking, cost-to-estimate analysis, Earned-Value-Management (EVM), Design Reviews, and Configuration Management; 3) Applying innovative approaches to resolving problems, planning future strategies, and monitoring ongoing operations with resourcefulness and ingenuity; 4) Demonstrating practices and precedents regarding procurement strategies, contract management, acquisition lead times, evaluation techniques, and technical guidance in justifying project requirements; 5) Planning technical tasking by utilizing Work-Breakdown Structures (WBS) and schedules in coordination with technical staff, Program Office Personnel, and administrative staff to accomplish projects.
