This position is located at the Phoenix Area Office (PAO) located in Phoenix, AZ. This position serves as a Communications Director, performing all management and administrative functions for the Phoenix Area relating to digital and hard copy internal and external communications and their distribution area wide. The Public Affairs Specialist has responsibility and oversight of the PAO Community Relations Program.
Duties
Establishes and maintains effective communication with recognized tribal leaders within the Phoenix Area.
Works closely with Tribal Health Boards and Tribal councils to promote involvement in the development of the Area's plans to meet the needs of the population served and/or assists them in developing expertise in health services planning, management, evaluation and contractual arrangements.
Participates with leadership staff and other management officials in policy formulation, advises on the potential public reaction to proposed policies, and plans, organizes, and evaluates communication strategies, programs, and materials.
Plans, initiates, and implements comprehensive public affairs campaigns to enhance the understanding of the programs among the tribal entities and other specialized groups and organizations.
Serves as the Public Information Officer (PIO) for the Phoenix Area during local, State, and National emergencies when the Incident Command Structure (ICS) is implemented. Serves and the point of contact for Area Office, SUs, and Tribes to disseminate nonemergent
urgent information.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS: GS-1035-14:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-13 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Develops community or public relations projects, campaigns and programs; writes briefing materials, presentation scripts, news releases, feature articles, reports, blogs and content for social media platforms. Communicates with external audiences and with a full range of agency stakeholders; stakeholders including private large corporations, private small business, governmental and non-governmental, non-profit, media, individual members of the general public, local communities, Congressional/legislative committees and staffs, and/or other organizations to secure developing and expanding lines of communication. Applicants must have experience in communications, public affairs and/or public advocacy.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
