This position is a Supervisory Public Affairs Specialist, GS- 1035-15 working for the Assistant Regional Director - Office of Communications. A total of one (1) position will be filled in the states located within the Southwest Region (AZ, NM, OK, TX). Priority consideration will be given to applicants that choose the duty stations of Albuquerque, NM; Austin, TX; or Phoenix, AZ. Remote work is not approved.

Duties

The salary used in this announcement is based upon the Rest of the United States pay table. The Supervisory Human Resources Specialist salary will be based upon duty station and locality pay once selected. Locality tables may be found at: 2024 Federal Pay Tables As a Supervisory Public Affairs Specialist your duties will include but are not limited to the following: The incumbent serves as the principal advisor and provides professional communications expertise and guidance as a member of the Regional Directorate during development of all regional policies, programs and decisions, ensuring that effective outreach and communication strategies are integral to the Service's operations in that region across all functions. The incumbent analyzes and advises the Regional Directorate on the perceptions and reactions of the public and their Congressional representatives to the Fish and Wildlife Service's activities, evaluates field station and regional office communication efforts and achievements, and evaluates and recommends appropriate modifications. In coordination with the Regional Directorate and the Assistant Director, Office of Communications, the incumbent oversees development and execution of effective communications on regional Fish and Wildlife Service policies, programs, and decisions to regional as well as national stakeholders. The incumbent maintains extensive contacts with Federal, State, Tribal, and local officials; private sector groups, and other target audiences in order to ensure the accurate communications and enhanced understanding of Fish and Wildlife Service activities, both as a listener and as an official agent and speaker for agency outreach. The incumbent represents the Regional Director in establishing and maintaining close and effective government-to-government relationships with Tribes within the region, ensuring that the Fish and Wildlife Service's special trust responsibilities with Tribes are considered in all projects and issues and that the Fish and Wildlife Service's special relationship responsibilities with Tribes are fulfilled. The incumbent provides guidance, consultation, assistance, and training to field station employees, project leaders, and information and education staff in carrying out Office of Communication activities and advises field staff on developing and using communications tools such as news releases, press conferences, and special events.

  • Supervisory Probationary Period: Selectees who have not previously completed a supervisory probationary period, will be required to serve a one-year supervisory/managerial probationary period for this position.

Qualifications

Only experience and education obtained by 06/28/2024 will be considered. Minimum Qualification GS-15 One year of specialized experience comparable in scope and responsibility equivalent to grade GS-14 in the Federal service. Examples of specialized experience may include: Overseeing a public affairs and communications program for an organization to highlight the mission and accomplishments of an agency/organization; working with stakeholder audiences that include Tribal governments, federal/state/local agencies; planning, researching, coordinating and producing written and visual informational materials; establishing and maintaining effective working relationships with others, who may represent opposing views or conflicting interests; analyzing conflicting information and data from a wide array of sources and developing recommendations and strategies that will achieve the organization's public affairs and communications objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically, i.
