The primary purpose of this position is to serve as Emergency Management Specialist, for the Department of Air Force. Also serves as an operational analysis and integration manager, applies DAF EM expertise to provide the data needed through monitoring of hazard/threat intelligence report conducting trend analysis, and integrating collected data into usable information

Duties

Applying DAF EM subject matter expertise collects, analyzes, plans, develops, coordinates, and distributes Integrated Early Warning (IEW) intelligence and EM career field OT&E data. Researches and develops concepts of operations. Provides MAJCOM and field-level integrated risk management, geospatial modeling/simulation, and other product support. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Associated Group Standard. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience includes that I have or will have within 120 days of this announcement closing, the ability to analyze and review procedural and emergency publications; evaluate and oversee emergency management programs and personnel; develop strategies and make recommendations on organizational work processes, programs, plans, and projects for defense emergency response systems; advise internal and external contacts on emergency response procedures and requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DoD and DAF directives and policy governing DAF EM Program to include related CBRN defense requirements and EM career field guidance. Knowledge of DoD, DAF EM Program, and EM career field strategies, doctrine, principles, policies, and operational concepts. Knowledge of emergency management (EM) program inspection requirements, reports, and program terms, as well as knowledge of common EM management principles to provide advisory services and inspect assigned programs. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues. Ability to prepare studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
